February 10, 2003 Meeting MGR, f1J REQUEST: Community Development Department and StaffDRC requests that the City Commission consider a proposed policy for glass tinting (including the application of tinting film) to first floor windows within the Town Center buildings, This policy is intended to maintain views into stores along street frontage in a manner that encourages pedestrian traffic. PURPOSE: While the need for heat, glare and UV protection can be great in south-facing windows of the Town Center, glass tinting can result in a reflective surface (as demonstrated in the photo), defeating the opportunity for visibility into establishment and defeating the purpose of the window placement along the street frontage. CONSIDERATION: Tinting film has already been applied by at least one tenant (Great Clips for hair) and another is requesting permission (Rachel Nicole's Salon), Staff inquired of Dover, Kohl & Partners for additional input on this topic. James Dougherty indicated that a "Low 'E' Glass" can reduce the heat transmission while allowing the glass to remain transparent. For tenants of buildings already constructed who wish to reduce heat gain, a UV shield tinting film is available. Unfortunately, this material only reduces about half of the UV rays, but it is relatively transparent. Rachel Nicole's Salon is requesting permission for a 35% tinting film from Florida Custom Tinting in Longwood. Staff has contacted Florida Custom Tinting to obtain samples of three different films which will be passed around for your review. Three (3) different product samples of Llumar Window Film will be circulated RECOMMENDATION: The StaffDRC recommends the City Commission reject any film that darkens the glass, such as the Llumar" N1035 SR CDF" or the "N1050SRCDF" or equivalent. (The use of a "transparent" or clear UV film, such as the Llumar "UV CL SR PS" or equivalent is acceptable under the current Code.) In addition, StaffDRC requests that the Commission direct Code Enforcement to oversee the removal of any non-clear tinting film which may have already been installed on first floor windows within the Town Center, such as at Great Clips for hair. I found some images in a book (that I will be faxed concurrently with this email, for your review). Can you give me some input on what you think is appropriate if anything? This kind of goes along with the glass tinting issue as the tenants all seem to be having similar demands to reduce the "viewing in", glare, color fading, etc. Please address: vertical blinds, horizontal blinds, sheer cafe curtains, swags and shades, leaded or divided glass, etched glass, etc. I also noticed in some of the images, a display case effect (as we have with Publix) which could also reduce the interior "exposure" particularly if the display is flanked by a cafe curtain at waist height.
