J IDEPT Authorization x /~ ITEM 503 REQUEST: The Public Works Department is providing the City Commission the Costs to Bury the Overhead Utility Lines on SR 434 in the Village Walk between Moss Road and Sheoah Boulevard. PURPOSE: To provide the City Commission the costs associated with burying the overhead utility lines on SR 434 in the Village Walk area from Sheoah Boulevard to Moss Road for consideration. CONSIDERATIONS: From April 2004 to June 2005 staff meet with representatives of Progress Energy to discuss the requirements to bury the overhead power lines from Sheoah Blvd to Moss Rd. During this same period, staff met with and corresponded with business owners in an effort to gather support for obtaining easements to locate Progress Energy switch gear and transformers. On August 5, 2005, Progress Energy provided staff with the cost to convert Progress Energy's lines from overhead to underground. The cost was $403,017.00. The City would be required to obtain an easement from property owners along South Moss Rd at the retention pond on the west side of Moss. The retention pond belongs to Public Storage. Public Storage is receptive to providing an easement for the installation of switch gear. Additional cost may be incurred to provide property owners that have parking lot lighting installed on the power poles with an alternative lighting solution. _ __~____~'__~'.'~""_____M_~_~~'__'__. November 28,2005 REGULAR AGENDA ITEM 503 PAGE 22 The cost provided by Progress Energy does not include the cost to bury other utility lines - Bellsouth, Sprint, Brighthouse, and Seminole County Fiber Optic. The cost to bury the other lines has historically been 25% to 30% of the power costs each. The estimated cost to bury the overhead lines is approximately $800,000 to $900,000. The City has expended $171,810 on burying the overhead crossings on this section of 434. In addition, the City has committed $340,000 for the current improvement project which the County has indicated will likely be completely used. FUNDING: The required funding is estimated at approximately $900,000.
