PURPOSE: This agenda item is to update the Commission on the status of current planning projects. CONSIDERATION: Avery Park - Construction continues. The provision for "mother-in-law" apartments in the Town Center code has prompted the Department to prepare separate addresses, based on numbered alley-ways, to ensure appropriate emergency response to these facilities. per 1/13/03 agenda Belfaire (formerly Battle Ridge) - In May, all files and correspondence relating to the final engineering/subdivision plan and modification to the annexation and pre-development agreement were copied for Stenstrom, McIntosh, Colbert, Whigham and Simmons (the City of Oviedo's Attorney). Construction has been proceeding. A representative from both the Seminole County Planning Department and the Black Hammock citizens group inspected the approved plan and the First Addendum to the Annexation and Pre-development Agreement. Engle Homes is investigating the process for providing a sales trailer on-site. per 8/26/02 agenda Dr. Courtney's Office - In December 2002, Dr. Courtney submitted preliminary engineering/site plans for a dentist office on the wooded 0.72 acre site immediately west of City Hall, between City Hall and the equipment rental facility. The concept plan was provided in the January 13,2002, agenda. per 1/27/03 agenda Fox Run Preliminary Subdivision Plan- On March 26, staff received the application and plans for preliminary subdivision of a 5-10t residential subdivision on 1.28 acres at the west end of Panama Circle. This item was reviewed at the April 2, 2002, DRC. Staff awaits are-submittal per 4/22/02 agenda January 27, 2002 Information Item A Page 2 Garcia Driveway Re-locate. - Staff notified from Mr.Garcia that his variance request (12' paved roadway surface, no curb/gutter, and no sidewalks) had been approvded. Mr. Garcia was advised that the 3/13/2000 minutes required a 50 foot-wide easement, set back at least 20 feet from the adjacent Oak Forest residential lots. Per 1/13/03 agenda Highlands Apts., Phase II - The 42 unit apartment final site plan was approved on October 14,2002. per 10/28/02 agenda JDC Calhoun - Construction continues. Buildings 11, 13, and 14 have received certificates of occupancy (e.O.). Building No.9 is nearly ready for a C.O. The Wendy's (Building No. 15) drive-thru access has been decided by the Commission. Detailed engineering plans have been provided to staff pursuant to the City Commission's October 28, 2002, directive. There is a dispute about access to the dumpster enclosure and therefore the item is brought back to the City Commission as part of the January 13, 2002, agenda. Window signs and an addition to the Publix signage were in the January 13,2002, agenda. City records indicate the following businesses are locating in the JDC Calhoun Town Center: Building 9 - Red Bug Cleaners, E-Nails, Great Clips, California Yogurt, and Subway; Building 10 - Washington Mutual; Building 11 - State Farm, H & R Block, Rachel Nicole's Salon, and a dentist; Building 12 - Publix; Building 13 - Winter Springs Liquors, Mailboxes, Etc., and Choice Cellular; Building 14 - Papa Via's Take & Bake and China Feast; and . Building 15 - Wendy's. Staff and Dover Kohl and Partners are working on a policy to address dealing with floor plan modifications for buildings' architectural renderings and floor-plan layout that have already received City Commission approval. This policy would require City Commission approval. per 01/27/03 agenda Miranda - The applicant submitted a site plan on October 17, 2002. The staff DRC reviewed the plans and provided comments at the November 5,2002, staffDRC meeting. Are-submittal was delivered December 24,2002. per 01/13/03 agenda Nursery Road (Phil Reece) - The City closed on the park properties on November 25, 2002. The deed has been sent to be recorded. per 01/13/03 agenda Oak Forest Unit 7 (Triangular-shaped O.86-Acre Tract between Oak Forest & Tuskawilla Office Park) Trees that the homeowners removed without a permit have not been replaced. BlM Associates has submitted 2 draft plats and 1 boundary survey for preliminary review. No application or title certifications have yet been provided. per 10/28/02 agenda Parkstone- Construction continues. Since the City Commission accepted those potable water and sewer improvements that were to be dedicated to the City, the applicant has requested that the performance bonds (guaranteeing their installation) for units 3 and 4 be returned. A letter was sent to the bonding company clarifying this and that the City is ready to return the bonds. per 8/26/02 agenda January 27, 2002 Information Item A Page 3 SR 434 Retail(a.k.a. Vii/agio) - The applicant submitted a revised geometry plan on December 11, 2002, which was reviewed by the City Commission. No subsequent re- submittal has been provided. A meeting was scheduled for January 16, 2002, between the development team and City staff. per 01/27/03 agenda SR 434 Roadway Improvements Project - No additional information. per 4/22/02 agenda Torcaso Park Improvemellts- On March 27, staff received the final engineering/site plan for the City's Torcaso Park improvements. This item was reviewed at the April 2, 2002, ORC meeting. The City Engineer is working on plans for the park. per 8/26/02 agenda Tuskawil/a Office Park - Building plans for Building No.4 were re-submitted and are being reviewed by staff. Site lighting, the adjacent dumpster enclosure, trees, and the wall must be adequately addressed prior to any C.O. being issued at the site. per 1/13/03 agenda Tuskawil/a Trails. - The preliminary subdivision plan (36 lots and a storm-water pond on 8.64 acres) was approved at the June 10, 2002, City Commission meeting. The final engineering plans were reviewed at the November 5, 2002, DRC. Revised plans were submitted December 24,2002, and were reviewed at the January 7, 2003, DRC. Staff will comment on a proposed development agreement at the January 21,2002, DRC. per 1/27/03 agenda Wagner's Curve - Land clearing is under way. A final subdivision plat was submitted on August 22, 2002, proposing to split the commercial from the residential portions of the site. The plat was reviewed at the September 3, 2002, DRC. Staff received additional information/material on October 2 and 3. The revised final plat is included in this agenda. per 01/27/03 agenda Willter Sprillgs Elementary. - A memo has been sent to the City Attorney requesting verification of the applicability of the City's sign and dumpster pad enclosure regulations on school sites. The City Attorney has verbally opined that signage is subject to the City's regulatio~s. per 9/23/02 agenda Winter Springs Elementary (New - located on SR 419) - A preliminary site plan for a new elementary school, located generally northwest of the intersection of SR 434 and SR 419, was submitted August 21 and reviewed at the September 3, 2002, DRC and again conceptually at the January 7, 2002, DRC.
