((t-J!IfI\ /Dept. //)/ REQUEST: Community Development Department requests that the City Commission consider a proposed policy to authorize staff to review and approve tenant build-outs/floor- plans as well as real estate and construction signs on undeveloped property in the Town Center. PURPOSE: The purpose of this Agenda Item is for the City Commission to authorize staff to approve interior tenant build-outs/floor-plans that are consistent with code as well as real estate and construction signage on undeveloped property that is consistent with code. CONSIDERATION: Some businesses at the Town Center propose tenant layouts that are consistent with code, but are delayed until the City Commission reviews and approves their floor-plan. The Commission would, unless it specifies otherwise, review the initial floor-plan along with the architectural rendering. Individual tenant build- outs/floor-plans that appear inconsistent with code would be brought to the City Commission, thus making the process more efficient for the developer, the tenant, and staff. Section 20-337 of the City Code, does not differentiate between construction or real estate signs that occur before a site is developed and those provided after construction has ceased and a site is operational ("All signs shall be subject to a Discretionary Aesthetic Appropriateness Review by the DRC in order that signs are consistent and in harmony with the Winter Springs Town Center."). Section 20-337 does not address construction or real estate signs on undeveloped or October 27, 2003 Regular Item 504 Page 2 of2 developing property, which may be construed to mean that perhaps the seemingly all-inclusive language may not necessarily have been intended to include them. Staff believes that the Commission would want to retain control of temporary signs on developed sites, including, but not limited to, temporary events signage, real estate signs, and temporary in-window signs. RECOMMENDATION: Staff recommends that the City Commission (1) grant authority to staff to approve Town Center interior tenant build-outs that are consistent with City Code and also (2) grant authority to staff to approve real estate and construction signs for undeveloped sites within the Town Center, if they are consistent with the City Code. CITY COMMISSION ACTION:
