REQUEST: City Manager Requesting Direction Regarding Burying Utilities on S.R. 434
in the Village Walk and Town Center.
PURPOSE: The purpose of this Board item is to provide direction to the City Manager
regarding the City Commissions position on the Burying of Overhead Utilities on
S,R 434 in the Village Walk and Town Center.
CONSIDERATIONS:
Commissioner Miller requested that this item be placed on this agenda, The City
Commission has authorized over $350,000 to date to bury overhead utilities on S.R. 434
and Tuskawilla Road, This has included $100,000 for the burying the crossings over S.R
434 and $250,000 for sections of the Town Center utilities on Tuskawilla Road north and
south of the S.R. 434, Staff would like to pursue the continuation of this program for the
overhead utilities along S.R 434 in the Village Walk area (Moss Road to Sheoah
Boulevard) and the Town Center area (Central Winds Drive to the Trail Bridge),
The S,R 434 Improvement project is projected to be bid in the next 45 days with
construction to start in the first quarter of2004, The project includes medians from 17-92
to S ,R 419 except for the Village Walk area, landscaping, irrigation, hardscaping,
streetlighting in the Village Walk area, milling and resurfacing. An interlocal agreement
on the maintenance of the aesthetic improvements is forthcoming.
The Village Walk area is approximately 2,500 feet long, Overhead utility
companies include Progress Energy, BellSouth, Brighthouse Networks, Sprint, and
Seminole County of which the latter three have fiber optic lines. The right of way is
constrained and additional easements for underground placement as well as switchgyar

and transformers will be needed. Progress Energy is working on a preliminary estimate of
costs and an analysis of construction issues. Based on our previous experience, it would
take 12 to 18 months to complete burying of all the utilities in this area, The 434
Improvement Project will have minimal impact on the conversion to underground.
The Town Center area is approximately 5,000 feet in length, The same overhead
utility companies exist in this section with the addition of an underground gas line on the
south side of 434, Again, the right of way is even more constrained and additional
easements for underground placement as well as switchgear and transformers will be
needed, We would also estimate a 12 to 18 month time frame to complete this work.
FUNDING:
It is anticipated that the source of funds for these projects would be the One Cent
Local Option Sales Tax,
RECOMMENDATION:
Staff recommends that direction be given to return to the City Commission with
preliminary cost estimates and construction issues when available for the burying of
overhead utilities in the Village Walk and Town Center areas,
