PURPOSE: The purpose of this Commission item is to receive approval for AlE services for the design of the Senior Center Expansion and Therapy Pool. CONSIDERA TIONS: . This agenda item is needed to provide professional design services for the Winter Springs Senior Center Expansion and Therapy Pool. The project includes the disciplines of architecture, civil engineering, structural engineering, mechanical engineering, and electrical engineering. SRI was previously approved by the City Commission for general architectural services in response to RFP-008-99-KL on March 22, 1999. They have completed a concept plan of the proposed facilities, which is attached. . The proposal for design services includes the site work and facilities for the Senior Center Expansion including multi-purpose room, game room, men and women's restrooms, 35 additional parking spaces, and a therapy pool. Current funding is $675,000 budgeted for this project. The cost for the design services is $54,000. 111405 AGENDA 200 CONSENT November 14,2005 Consent Agenda Item 200 Page 2 FUNDING: The funding source for this expenditure of $54,000 is budgeted in the 2005/06 budget as follows: CDBG Grant: $575,000 P ARK Impact Fund: $100,000 Total: $675,000 RECOMMENDATION: It is recommended that the City Commission authorize Architectural/Engineering Design Services with Starmer Ranaldi Planning and Architecture Inc. for the Senior Center expansion and Therapy Pool at a cost of $54,000 payable from the Impact Fee Fund 155- 6500 project number 70105. SCOPE OF PROJECT Provide an addition to the existing seniors center to accommodate an additional multi-purpose meeting room, game room, restrooms, parking lot, and new outdoor therapy pool. The estimated construction cost for these improvements is approximately $ 660,000. II. SCOPE OF BASIC SERVICES sri can provide complete professional design services for this project including civil engineering, landscape architecture, architecture, structural engineering, mechanical engineering, and electrical engineering suitable for obtaining building permits and construction. Develop alternative schematic site plans 2. Develop alternative schematic floor plans 3. Develop alternative schematic elevations 4. Develop schematic building sections 5. Prepare outline specifications 6. Prepare estimate of probable cost D. Design Development (DD) 1. Develop drawings to 50 % complete 2. Develop specifications 50 % complete 3. Prepare estimate of probable cost E. Construction Documents (CD) 1. Prepare final construction drawings 2. Prepare final construction specifications 3. Prepare final estimate of probable cost 4. Obtain building permits and approvals from all jurisdictional agencies F. Construction Administration (CA) 1. Assist owner with bid procedures 2. Hold pre-bid conference 3. Assist owner with bid review and recommendation for contract award 4. Hold pre-construction conference 5. Review and approve shop drawing submittals 6. Provide periodic problem solving 7. Scope of Additional Services The following services are considered beyond the scope of basic services and can be provided by sri upon confirmation of scope and written authorization by the owner: A. The fees quoted herein are based on our current understanding of the scope of work and should the scope change significantly additional compensation may be warranted. B. Fees quoted herein are based breaking the project into two construction contracts, one for the pool, and one for the building and parking lot. C. The owner shall pay for all permitting, building, and impact fees. We trust this proposal will be well received and we look forward to helping you make this project a great success.
