REQUEST:
Mayor John F. Bush and City Manager Ronald W. McLemore requests that the
City Commission consider the approval of Resolution Number 2005-45 offering
the City Commission's support for a Medical School at the University of Central
Florida.
PURPOSE:
This Agenda Item was requested by Mayor John F. Bush and City Manager
Ronald W. McLemore in that a Resolution could be submitted offering the City
Commission's support for a Medical School at the University of Central Florida.

RECOMMENDATION:
Mayor John F. Bush and City Manager Ronald W. McLemore suggest that a
Resolution of support be offered for a Medical School at the University of Central
Florida, on behalf of the City Commission.

Subject: Resolution of Support for UCF's Medical School
A show of strong regional support is critical when the University of
Central Florida makes its proposal for a medical school to the State
University System's Board of Governors on Nov. 17th. Therefore Dr. Hitt
has asked that each city in the Tri-county area pass a resolution of
support for the medical school. It was suggested that the best way to
accomplish this task in such a short period of time was to use the
Tri-County League of Cities to get the request out and the resolutions
back in.
Attached is a draft resolution that is ready to be sent out immediately.

The resolutions should be returned to Ruth Rushing Tri-County League of
Cities 36 w. pine Street Suite 204 Orlando, FL 32801 as soon as possible
but no later than November 10, 2005. Should you need additional information

RESOLUTION NUMBER 2005-45
A RESOLUTION OF THE CITY COMMISSION OF WINTER
SPRINGS, FLORIDA, SUPPORTING THE LOCATION OF A
MEDICAL SCHOOL AT THE UNIVERSITY OF CENTRAL
FLORIDA.
WHEREAS, the supply of physicians necessary to serve the healthcare needs of
Floridians cannot keep pace with demand, due to such contributing factors as our
population growth, an aging citizenry, and other demographic changes; and
WHEREAS, the demand for physicians in Florida will continue to outpace our efforts to
train and attract doctors in sufficient numbers, as reflected in the numbers that forty-two
percent of our physicians are 55 or older, that Florida already imports up to ninety
percent of the new physicians it needs each year, and that by 2020, over 3,000 new
doctors will be needed each year in Florida; and
WHEREAS, while Central Florida is the largest metropolitan area in the nation without a
Medical School, our region enjoys the assets and opportunities of the strongest economy
in the state, the nation's third-best market for job growth, the presence of two of the
largest medical systems in the United States, and a projected economic impact for a
potential medical school in this region of nearly $3 billion annually; and
WHEREAS, the University of Central Florida is poised as a leader in the fields of
science, medicine, and technology, with such academic and research strengths as found in
the Burnett College of Biomedical Sciences with a focus on medical education by
biotechnology and nanosciences faculty, the College of Health and Public Affairs, the
College of Optics and Photonics, the Institute for Simulation and Training, and the
Florida Photonics Center of Excellence; and
WHEREAS, the University of Central Florida's academic resources and success are
further reflected in the university's accomplishments as the fourth-largest producer of
medical school preparatory degrees in the state, the second-largest producer of bachelor's
degrees in the state, the second-highest number of National Merit Scholars in Florida, and
the ninth-largest university in the nation.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION
OF THE CITY OF WINTER SPRINGS, SEMINOLE COUNTY, FLORIDA,
THAT WE hereby endorses and makes known its support for the University of Central
Florida's proposal for a Medical School, and recognizes its promise for our community's
health, education, and economic development needs.
RESOLVED by the City Commission of the City of Winter Springs, Florida, in a
regular meeting assembled on the _ day of November, 2005.
