HomeMy WebLinkAbout2005 11 14 Consent 211 COMMISSION AGENDA ITEM 211 CONSENT X INFORMATIONAL PUBLIC HEARING REGULAR MGR fI/ IDEPT J4r November 14, 2005 Meeting Authorization REQUEST: Public Works Department -.Stormwater Division requests authority from the City Commission for the approval and supplemental appropriation of the Change Orders for the Tuskawilla Road Drainage System Improvements located at the outfall to Lake Jesup. PURPOSE: The purpose of this agenda item is to request authority for the approval and supplemental appropriation of the change orders for the Tuskawilla Road Drainage System Improvements which exceed the previously authorized contingency by $1,217.10. This project is one of the several projects receiving funding assistance from the Natural Resources and Conservation Service (NRCS). CONSIDERA TIONS: . This agenda item is needed to authorize site modifications through the process of Change Orders to complete the Tuskawilla Rd. Drainage System Improvements project. . The Tuskawilla Road Drainage System Improvements was one offour (4) projects that received funding allocation from NRCS in the amount of75% of the construction cost of each project. The City is responsible for the 25% of the cost of each project in the form of cash or in-kind services. . On June 13,2005, the City Commission approved a project agreement with Sunshine Building and Development Corporation and authorized an appropriation in the amount of $152,259 plus 10% contingency ($15,225.90) from the Stormwater Utility Fund for the construction of the Tuskawilla Road Drainage System Improvements. NRCS will provide 75% of the actual construction cost, or $114,194 (0.75 x $152,259) and the City's cost share is $38,065 (0.25 x $152,259). NRCS will also provide reimbursement to the City's in-kind contribution (not to exceed 25%) and will reduce City's actual cost share. November 14, 2005 Consent Item 211 Page 2 . During the construction and inspection process, it was determined that additional erosion control improvements were necessary at the outfall to Lake Jesup. The additional improvements were recommended by NRCS and the City's consulting engineer, CPR. . The proposed additional erosion control improvements include the installation of concrete structures at the Lake Jesup outfall at a cost of$12,793, and the installation of under drains at a cost of$3,650. These changes have been prepared as two change orders to the City's agreement with Sunshine Builders and Development Corporation. The additional construction cost of$16,443 is eligible for the NRCS cost share of75%, or $12,332.25, and the City's share will be 25%, or $4,110.75. . The previously appropriated funding for the project is $152,259 plus 10% contingency, or $15,225.90, for a total of$167,484.90. With the additional cost for the change orders at $16,443, the revised total construction cost will be $168,702. The difference between the revised total construction cost and the appropriated funding is $1,217.10 ($168,702 - $167,484.90). FUNDING: The change orders will cost $1,217.10 in excess of the original appropriated fund in the amount of$167,484.90. Sufficient funds are available in the Stormwater Utility Fund balance. RECOMMENDA TION: It is recommended the Commission authorize the City Manager to approve the change orders to Sunshine Builders and Development Corporation and a supplemental appropriation in the amount of$I,217.10, the amount in excess of the appropriated fund for the Tuscawilla Road Drainage System Improvements Project. IMPLEMENTATION: The work is to be completed by November 30,2005. ATTACHMENTS: None COMMISSION ACTION:
