REQUEST: Police Department providing information to the Commission concerning its approval
and award from the Florida Commission for Law Enforcement Accreditation and
The Commission on Accreditation for Law Enforcement Agencies.
PURPOSE: The purpose of this board item is to inform the Commission that the Police
Department has been awarded recognition by the Florida Commission for Law Enforcement
Accreditation and The Commission on Accreditation for Law Enforcement Agencies (CLEA).
CONSIDERATIONS: The Winter Springs Police Department on October 8, 2003 was
awarded the status of an Accredited Law Enforcement Agency by the Commission for Florida Law
Enforcement Accreditation and The Commission on Accreditation for Law Enforcement Agencies.
The accreditation process required an in-depth review. of every aspect of the agency's organization,
management, operations, and administration to include:
· Establishment of agency goals and objectives with provision for periodic updating;
· Proof of compliance with 275 standards governing operation of the Department.
· Re-evaluation of whether agency resources are being used in accordance with agency goals,
objectives, and mission;
· Re-evaluation of agency policies and procedures, especially as documented in the agency's and
cities written directive system;
The agency is compelled to operate within specific guidelines. It is accountable to the Commission.
The agency must stay in compliance with the standards set forth by the Commission for Florida Law
Enforcement Accreditation.
The Winter Springs Police Department was also commended for the establishment of the Citizens
Advisory Committee as an outstanding program. The entire Police Department has set a standard in
this city to deliver quality service in order to ensure the highest quality of life possible. The
Department is proud of this latest accomplishment in achieving state Accreditation and Nationwide
recognition.

Weare pleased to inform you that the Winter Springs Police Department has met the
required standards to become accredited by the Commission for Florida Law
Enforcement Accreditation and recognized by the Commission on Accreditation for Law
Enforcement Agencies.
Your accredited and recognized status is official as of this date, October 8th, and will
remain in effect for a period of three years. Compliance with any future standards
approved by the Commission that may be applicable to your department is part of
maintaining your accredited status.
You and your agency are to be commended for your diligence, professionalism, and
commitment in achieving this highest recognition among Florida's law enforcement
community.
We look forward to working with you and your agency in your continuous pursuit of

Dear Chief Kerr:
Congratulations on meeting the requirements and receiving CALEA Recognition Through Alliance
as verified by the Commission for Florida Law Enforcement Accreditation and a team of
assessors. CALEA Commissioners will receive Florida's report and offer you an opportunity to
discuss your agency as it relates to the Recognition Program, at the Colorado Springs, Colorado
Conference, November 19 - 22, 2003. A formal presentation acknowledging your
accomplishment will occur at the Awards Banquet, Saturday evening November 22, 2003.
You are invited to attend the conference, the Review Committee acceptance of your report, the
award ceremony, and the celebration banquet. While the Commission does not require agency
representation at the Review Committee proceedings, it invites their participation.
Important items have been forwarded to your Recognition Manager for response. They include a
request for your agency patch, an information verification sheet for your Recognition certificate,
and a post card to reserve seats for your agency at the Awards Banquet. This information should
be returned as soon as possible.
Excellent training and networking events are planned at every conference and I encourage you to
take advantage of these opportunities. Please let your CALEA Program Manager Karen
Shepard, at extension 21, know if you or other agency members are planning to attend the
Colorado Springs Conference. You may contact Wendi Jones at extension 34 with any questions
regarding registration. .
