Re2ular X ITEM H MGR.7f\. /Dept. ~ REQUEST: Community Development Department requests that the City Commission consider signs proposed for within the JDC Calhoun Town Center site. PURPOSE: The purpose of this Agenda Item is for the City Commission to consider certain window signs, some of which are currently in place without a permit, within the JDC Calhoun Town Center site, The Town Center Code states that "All signs shall be subject to a Discretionary Aesthetic Appropriateness Review by the DRC in order that all signs are consistent and in harmony with the Winter Springs Town Center," CONSIDERATION: Signage should be proportional to the store-front, tasteful, and should not obscure the view ofthe inside of the building to provide for natural surveillance as well as a clear view of the merchandise inside. APPLICABLE CODE: Section 20 - 327. Architectural guidelines. Baker, AICP c;etJ.. 1/13/03 DATE: RE: Correction to Town Center Signs Agenda Item Please accept the attached staff recommendation for the Town Center signage (Regular Agenda Item "H") as a replacement for the recommendation that contained incorrect language. The recommendation for another agenda item was accidentally placed in this agenda item. January 13, 2003 Regular Item P Page 2 of2 C - Publix (marquee sign) RECOMMENDATION: Staff recommends the City Commission approve the proposed Publix marquee sign, the liquor store sign painted on the window, and the cellular store signs (neon - states "open," the painted "Cellular Store" on the glass door, and the small lighted signs in the window stating "AT&T authorized dealer," "NOKIA," "T Mobile authorized dealer", and "X cingular wireless authorized dealer." Staff does not recommend approval for the window signs that take up a large potion of the window area and block the natural surveillance and a clear view of merchandise area, The banners (temporary signage - for a maximum of2 weeks) for the Cellular Store (in Building No. 13), is consistent with what was allowed for Publix. Please call with any questions, -James Recardine permanent interior partitions in retail stores: Intent: Within the Winter Springs Town Center, the desire is to achieve active, pedestrian-friendly streets and public spaces, In order to achieve this, streets and other public spaces must be faced by the fronts of buildings. This is especially important along retail frontages. Pedestrian traffic is encouraged by sidewalks that are lined with shopfronts with transparent glass providing clear views to interior sales/display spaces. Any interior partitions which interrupt the view into the primary areas of the store must therefore be limited in their extent. The following rule is designed to encourage the placement of clearly visible sales./display spaces at the fronts of stores abutting the sidewalk. Rules governing interior partitions in retail stores: Interior partitions shall occur no closer than 15 feet behind the storefront, to preSt:rve a full room-sized area of habitable space visible from the street. * By special exception only: Interior partitions closer than 15 feet from the storefront may be erected only whe:n approved by special exception. It may be desirable to erect interior partitions closer than 15 feet from the storefront in certain circumstances, in which case the amount of storefront view blocked by these partitions shall total no more than 40% of the width of any individual storefront and no more than 25% of the storefront frontage of the building as a whole. In no eve:nt shall partitions, including the backdrops of blind display cases, occur closer than 4 feet behind shopfrollt windows.
