Authorization REQUEST: Information Services wishes to inform the Commission of the cost and issues with regard to moving the City Operator to City Hall and to obtain further direction from Commission on this project. PURPOSE: To inform Commission of cost and issues related to the moving of the City Operator to City Hall and to obtain further direction from Commission on this project. CONSIDERATIONS: The City Commission has requested costs for moving the City Operator to City Hall from the Police Department. This would require moving the phone system console to a location in City Hall. Known costs are as follows: OBTS labor and/or materials Desk Office Supplies & misc. Receptionist Position . Pay Grade 16 . Pay Range $19,207 - $29,243 . Midpoint of pay range as starting wage for this position $24,225 + benefits: o Pension 11 % ($2,665) o FICA 7.65% ($1,853) o Insurance ($5,400 family coverage or $3,700 for employee only) A consultant was hired to study the City's "communications issues" and a report was generated and presented to Commission in October 2005. According to the Consultant's report, the following percentages make up the calls handled by the Operator: Development Services 57% Utilities (Water) 16% General Fund* 27% *General Fund includes Code Enforcement, Human Resources, Public Works, and Police Dispatch. Issues: Currently, there is no available office space at City Hall in which to put the City Operator. Arrangements will need to be made to cover this position while the operator is away from hislher desk, out sick, or on vacation. Options: Option 1: Leave everything as-is until space is available at City Hall to put the operator. Cost = $0 Option 2: Move Operator to City Hall Lobby (The consultant recommended against putting the Operator in the lobby as the operator would then become a receptionist instead of an operator). Cost $35,513. Please note that this option may have some additional unknown costs because of connectivity (conduit) issues in the lobby. FUNDING: Appropriation from Fund Reserves: Development Services Fund 57% WaterlSewerlUtilities Fund 16% General Fund 27% ($20,242) ($5,682) ($9,589) RECOMMENDATIONS: Staff recommends leaving the operator at the Police Department until space is available at City Hall.
