Box 958445 Lake Mary, FL 32795-8445 Dear Mr. Litton: Annually over $9 MilJion flows into Seminole County from federal coffers to fund early education and otIl1dcare services fOr children from low-income families. As 8 member of the Early Leaming Coalition of Seminole, the group that is charged to oversee this money, I know first hand how critical these dollars ere to our most impoverished children. One-third of these funds are tied to a federal match ratio of $16.00 for every $1.00 raised locally. Historically the match requirement has been $182,000. Annually, the Seminole County Commission has committed $75,000 and the balance has come from Heart of Florida United Way, the City of Altarnonte, and several other periodic contributors. This year a totally unexpected change In state budget proviso language requires the Early Learning Coalition to raise at least $50,000' more which brings our total local match requirement to $232,000. We do intend to work with our state legislative delegation to amend this language during the next session. In the interim, however, we need to raise these dQllars to ensure. children of low-income working parents have access to safe, high quality early education and childoare services. The purpose of this letter is to ask each municipality to contribute $7,150 towards bridging this unexpected gap. . I am available for questions 8S is the Coalition's Executive Director Karen Willis. McLemore, City Manager FROM: DATE: November 14,2005 SUBJ: Emergency Sick Leave Buy Back As further discussed in the attached memo from Chief Kerr, Lt. Ron Cox's daughter has been ill with cancer for approximately 2 years. The disease appears to be terminal at this time. Expenses related to the chronic nature of this particular illness has created an economic hardship on Lt. Cox. Relatedly, Lt. Cox is requesting the City to buy back his sick time to help pay some of the costs of treatment. To date, Lt. Cox has 590 hours of sick leave equal to 14 weeks of pay. Lt. Cox is entitled to two weeks of buy back time under the once a year buy back program leaving him with an additional 506 hours or 12 weeks of sick leave. One week of sick time equals approximately $912 in pay as follows: 1 week = 42 hrs =$ 2 weeks = 42 hrs = $ 3 weeks = 42 hrs = $ 4 weeks = 42 hrs = $ 5 weeks = 42 hrs = $ 6 weeks = 42 hrs = $ 7 weeks = 42 hrs = $ 912 1,824 2,736 3,648 4,560 5,472 6,384 8 weeks = 42 hrs = $ 7,296 9 weeks = 42 hrs = $ 8,208 10 weeks =42 hrs = $ 9,120 11 weeks =42 hrs = $10,032 12 weeks =42 hrs = $10,944 13 weeks =42 hrs = $11,856 14 weeks =42 hrs = $12,768 There are no provisions for this situation in the personnel policy. As you know his daughter Morgan Cox is terminally ill with Brain Stem Glioma. She was admitted back in the hospital last week and unfortunately is not doing well. Lieutenant Cox has three other children and is starting to get behind on finances due to ongoing medical and prescription bills. Lieutenant Cox has requested 84 Hours of Sick Buy Back. This would immensely assist with the overwhelming hardships Lieutenant Cox is facing. He currently has some bills that are due immediately. Your consideration of this request is appreciated.
