REQUEST: Public Works Department is advising the City Commission of the status of various
Capital Improvement Projects
PURPOSE: This agenda item is to update the Commission on the status of current Capital
Improvement projects.
CONSIDERATION:
TRAFFIC/TRANSPORTATION IMPROVEMENT
SR 434 Improvements (Village Walk) - The County has received from FDOT the LAP (funding)
agreement and has proceeded to bid. Bids will be opened December 17, 2003. FDOT has certified the
right of way and approved 2 of the 9 landscape easements. The remaining 7 easements will be bid as
. alternates pending execution satisfactory to FDOT. The County has selected a CEI for the job -
American BridgefWCG. The $3.8 million dollar project includes medians, landscaping, signalization
upgrades, decorative stamped asphalt at the intersections, milling and resurfacing. The interlocal from the
County for the maintenance of 434 in scheduled for City Commission consideration 12/8/2003.
Construction is projected to begin in April 2004. Project completion is expected to be April 2005.

Tuskawilla Road/ SR 434 Traffic Signal- Construction complete except for punch list items. (12/8/03)
Main Street / Hickory Grove Streetscape - This $850K project includes sidewalks, irrigation, and
landscaping on Tuskawilla Road, Blumberg Boulevard, and Doran Drive in the Town Center. Magnolia
Park size (0.64 or 0.79 acres) being negotiated with Schrimsher. Contractor working on the Market
Square and Magnolia Square fountains. Irrigation and electrical conduits complete. Sidewalks underway.
Projected completion is February 2004. (12/8/03)
SR 434/ Wagner's Curve Traffic Signal- Construction complete. Punch list items remain. (1 1110/03)
SR 419/ Edgemon Traffic Signal - Seminole County administering LAP Agreement due to FDOT
funding up to $211,000 for the signalization and turn lane improvements. Chinchor Electric has installed
the new mast arms. The road contractor will start the turn lane construction when the strain poles removal
is complete. Projected construction completion is January 2004. (12/8/03)

SR 434/ Doran Drive Traffic Signal - FDOT conditional approval of the signal warrant analysis has
been received. Design 95% complete. The additional right of way has been requested of Mrs. Blumberg.
The City Hall/Tuskawilla Trails median opening will be required to be changed to a directional only to
get signalization at Doran Drive. FDOT has verbally denied the request for an emergency left out of City
Rail for the fire vehicles. Responses to the east will be required to U-turn at the post office. A public
meeting discussing these improvements is projected for January. Staff will be scheduling a meeting with
adjacent property developers and their traffic planning consultants before the final design is submitted to
FDOT for permitting. Projected signal installation is August 2004. (12/8/03)
SR 434 Highway Beautification Grant - Funding amount approved $214,079.03. Notice to Proceed
issued March 2003 for 12 month construction period with a 6 month extension for the conflict with the
trail bridge. Irrigation is complete and plant installation is 45% complete. Conflicts with trial bridge
being addressed. Work being performed by Public Works and Utility Department staff (12/8/03)
SR 419/ Moss Road Turn Lane - Bid opening is scheduled for December 17, 2003. Staff is pursuing the
FDOT offer of $100,000 towards the project through a joint project agreement instead of the LAP
agreement originally indicated. (12/8/03)
Cross Seminole Trail (Wade Street to Town Center/Bridge to Gardena Avenue) - Design being
modified by Inwood Consulting to address arsenic remediation plan. The proposed construction limits for
the paved trail are from Wade Street to approximately 500 east of Magnolia Park and from the SR 434
trail bridge to Gardena. The unpaved portion of the trail and paved portion in the middle of the
Schrimsher property impacted by the eagle are not included in the design. Construction is projected to
begin May 2004 with a 9 month construction period. (12/8/03)
Pedestrian Bridge - Cross Seminole Trail- Construction by the design/build team of Jones Bros./Mactec
underway. A $240,000 proposal for lighting the bridge has been received and is being reviewed. A
proposal for upgrading the fencing is pending FDOT approval of the waiver to require the fencing to
cover the top. Northside piers 95% complete. Work will then shift to south side. Spans projected to be
set April 1,2004. The design/build contract is scheduled to be completed October 2004. (12/8/03)
Cross Seminole Trail (Wade Street to Wekiva Trail) - Preliminary Design and Corridor Analysis
underway by VHB. Alignments being considered along the rear/north side of the proposed elementary
school, auto recycler, Grove Counseling Center and the proposed Utility/Public Works Compound. We
are discouraging an alignment to close to the City property because the visibility of the construction
nature of the compound would detract from the trail experience. (9/8/03)
Fisher Road - Construction commenced October 1, 2003 on this 180 day contract. Southland
Construction is the contractor for the $648,000 project. Clearing and grubbing is complete. Stormwater
system under construction. Modifications to the outfalls were required due to the lake levels rising 5 feet
since January 2002. Project completion projected for April 1, 2004. (11/10/03)
Central Winds Park Way - Final design ongoing by CPR. Road configuration is being coordinated with
park expansion grading plan. Additional right of way has been requested from the Leerdam property.
SIR WMD permit is pending. Construction start date is spring 2004. (12/8/03)

Deceleration Lane Study - Study underway. Preliminary report will be. presented to the City
Commission in January 2004. (12/8/2003)
Winter Springs Boulevard Reconstruction - Reviewed project scope with consultant. PEC to provide
proposal for phased pavement analysis and scope of repairs required. (8/11/03)
UTILITY
SR 434 Water Main (Vistmvilla Road to Spine Road) - Design 90% complete. Waiting for Casscells to
execute the utility easement. Schrimsher easement is pending. (11/10/03)
Utility / Public Works Compound Force Main.:... Construction 95% complete. Restoration and punch list
items remain. (12/8/03)
Utility / Public Works Compound - Final draft of conceptual site plan and building layouts based on
Needs and Space Analysis returned to SRI for final revisions. Proposal for the full design will be brought
to the City Commission in January. Preliminary cost estimate at $2.8 million. (12/8/03)
Well #4 - Consumptive Use Permit received. Bids were opened on 10/29/03. City Commission award
projected for December 8, 2003. The new proposed well location is adjacent to Northern Way in
Trotwood Park. (12/8/03)
Reclaimed Water Augmentation - Pilot test of utilizing Lake Jesup for reclaimed water augmentation is
scheduled for December. Test will be conducted at Central Winds Park. (12/8/03)
PARKS and RECREATION
Sunshine Park ADA Improvements - Construction 65% complete. Scope includes restroom/storage
building replacement and electronic access doors on the Senior Center and Civic Center. Projected
completion is December 31, 2003. (12/8/2003)
Central Winds Park Expansion Phase I (Sitework) - Clearing and grubbing complete. Grading is 80%
complete. Underdrain installation began 11/24. Completion date has passed and contractor's bonding
company has been notified. (12/8/03)
Central Winds Park Expansion Phase II (Landscape& Irrigation) - Design complete. Parks staff is
pricing the irrigation work as well as the pump station upgrades. (11/10/03)
Moss Park Buffer Wall- Bid award scheduled for 12/8/2003. (12/8/03)
POLICE
Public Safety Building Expansion - Notice to Proceed for this 90 day, $175,000 contract was issued
December 1, 2003 to Tim Williams Builders. (12/8/03)
