HomeMy WebLinkAbout2003 12 08 Informational 305 Stormwater Ponds Maintenance Contract ~ / COMMISSION AGENDA ITEM 305 CONSENT INFORMATIONAL X PUBLIC HEARING REGULAR December 8, 2003 Meeting MGR. ~IDEPT Authorization ff I REQUEST: Public Works Department responding to the City Commission on the status of Storm water Ponds maintenance contract PURPOSE: This agenda item is to update the Commission on the status of maintenance contract for the stormwater ponds. CONSIDERATION: Staff was requested to provide an update of the pond maintenance agreement at the November 10, 2003 City Commission meeting. The Stormwater Utility has utilized contract services to provide functional and aesthetic maintenance of public stormwater ponds throughout the City since 1993. Presently, there are 79 ponds included in the maintenance contract. The scope of work includes aquatic weed control and trash removal including the necessary labor, equipment, tools, materials and incidentals to perform all operations. The base contract provides for once a month aquatic weed control and trash removal. On a case by case basis, the frequency has been increased or alternative methods used to improve the appearance of the specific problematic ponds. Alternative methods may include physical removals of noxious vegetation, or grass carp permitting and stocking. The trash removal provided by the aquatic weed control contractor is limited to debris in the pond or at the waters edge. Mowing and trash removal around City owned ponds (versus HOA owned ponds) is the responsibility of our mowing contractor. The current aquatic maintenance contract was authorized by the City Commission on March 11, 2002 with Aquatic Biologists, Inc. for an annual cost of $50,736. The contract provides annual renewal for a maximum of three years. Staff oversight of December 8, 2003 [nfonnation Item 305 Page 2 contract performance has been limited due to the fact that the Stormwater Utility Manager position was vacate from August 2002 to September 2003. The new Stormwater Utility Manager, Zynka Perez, has recently met with the contractor for a total review of the current condition of all ponds. Specific plans of action were developed for troubled ponds which will be complete within 45 days. The renewal of the contract in April with this contractor will be predicated on the overall condition of the ponds and whether the maintenance becomes proactive. Otherwise the contract will be rebid. However, any complaints received or deficiencies noted should be forwarded to the Stormwater Utility Manager for investigation and corrective action. . COMMISSION ACTION ~
