REQUEST: Police Department providing information to the Commission concernmg
undeveloped properties and possible homeless encampments.
PURPOSE: The purpose of this board item is to inform the Commission that the Police
Department has surveyed all undeveloped areas within the City for homeless encampments.
CONSIDERATIONS: The Winter Springs Police Department has surveyed all the
undeveloped properties within the City that would be prone to encampments. These areas were
primarily along SR 434 and US 17-92. Homeless tend to stay where they access to major roadways
and local businesses.
There were three areas located that had trash and debris clustered around that may have been
encampments or camping areas for the homeless. These areas were on US 17-92 between Florida
Avenue and Shepard Road around Boat Lake. These areas also have been added to our designated
patrol areas that are more frequently patrolled by officers and code enforcement.
The property owners for these areas have been notified about the trash and debris, as well as
trespassers on their properties. The property owners have already cleaned up these areas of concern
and monitoring them to ensure they remain free of trash and debris.
FUNDING: None at this time.

In response to your memorandum dated November 11, 2003 the Police
Department has surveyed the undeveloped properties within the incorporated city
limits where the homeless might establish camps or camping areas. There were
three areas where trash and debris was located. The property owners have been
notified about cleaning these areas and the trespassing occurring on there
properties. These areas of concern have been added to designated area patrols
that are being patrolled more frequently by patrol officers and code enforcement
personnel.
Areas that were located are on the US 17-92 corridor between Florida Avenue and
Shepard Road. Attached is a map that reflects the areas that were surveyed and
the specific area where three sites were located. The properties that have sites
numbered 1 and 2 are owned by RCJ of Winter Park, and site number 3 is owned
by Dittmer Properties.
