PURPOSE: The purpose ofthis agenda item is to request authorization for the Public Works Department to enter into a contractual agreement with Professional Engineering Consultants, Inc. (PEC) for professional engineering services for the design of Winter Springs Boulevard Improvements, Phase I, Segment 3, at a cost of $60,736. CONSIDERATIONS: · In August 2005, PEC completed a Preliminary Study and Pavement Evaluation Report for Winter Springs Boulevard from Tuskawilla Road east to the city limit, a distance of approximately three miles (Attachment 1). The preliminary findings from PEC's evaluation were presented to the City Commission at the April 11, 2005 City Commission meeting. · PEC's report and Staffs review of Winter Springs Boulevard indicates that the existing pavement conditions vary from typical wear to pavement failure. The recommended improvements consist of pavement milling and resurfacing within certain limits, generally from Forest Hill Drive to the city limit. Pavement reconstruction is recommended within certain limits, generally from east of Tuskawilla Road to Forest Hill Drive. In addition, curbs and sidewalks are recommended for replacement in certain areas, and areas in the roadway experiencing localized ponding will be addressed. · The total cost of the recommended improvements, including design and construction, is estimated to be $2.4 million. A total of $800,000 is budgeted in FY 2005/06. Consent Agenda Item 206 October 10,2005 Page 2 · The project has been divided into three segments: o Segment 1: From Tuskawilla Road to Northern Way (0.5 miles) o Segment 2: From Northern Way to the Bridge at Howell Creek (1.0 miles) o Segment 3: From the Bridge at Howell Creek to the Winter Springs / Oviedo City Limit (1.5 miles) · Segment 3 has an estimated cost of$795,000 and was selected for Phase I of the project. Segment 3 consists of pavement milling and resurfacing both the eastbound and westbound lanes from the Howell Creek Bridge to the city limit. In addition, the pavement will be reconstructed at four intersections along this corridor of Winter Springs Boulevard. FUNDING: The one-cent sales tax is the source of funding for Winter Springs Boulevard. A total of $800,000 is budgeted for FY 2005/06, which is estimated to cover the Phase I construction cost and the $60,736 engineering fee requested by this agenda item. RECOMMENDATION: It is recommended that authorization be given to the Public Works Department to enter into contractual agreement with Professional Engineering Consultants, Inc for the design of Winter Springs Roadway Improvements, Phase I, Segment 3 at a cost of$60,736. IMPLEMENTATION SCHEDULE: The design is expected to be complete by the end of November, with advertisement for bids in early December and bid opening in mid-January 2006.
