PURPOSE: The purpose of this agenda item is to approve the recommendations of the Development Review Committee and Planning and Zoning Board regarding the proposed preliminary development/engineering plans for the Tuskawilla Trails Phase II Subdivision. APPLICABLE CITY CODES Section 9-46. Filing and contents of preliminary map and plan. Section 9-47, Action on preliminary plan by city council. Section 9-48. Reasons when preliminary plan is disapproved; conditional approval. CHRONOLOGY: January 23, 2002 - City receives preliminary subdivision plan application package May 1, 2002 - Planning and Zoning Board recommends approval of preliminary subdivision plan FINDINGS: June 10, 2002 Regular Item J Page 2 1. The subdivision will connect to City potable water and sanitary sewer. The City has adequate capacity for both. 2. A 25 foot wide buffer must be provided along the southern boundary of the site, adjacent to the Nature's Way right-of-way (ROW). 3. The 8.62 acre site is within the RT-Mobile Home zoning district and Moderate Density Residential Future Land Use (FLU) designation. 4. The proposed preliminary development/engineering plan for the Tuskawilla Trails Phase II subdivision is consistent with the Comprehensive Plan and the City Code of Ordinances. 5. The proposed 30 foot-wide ROW with 20 foot-wide roadway surfaces are consistent with the existing development at Tuskawilla Trails. 6. Wetland delineation and mitigation, storm-water mandagement, landscape buffering, sidewalks, and street lighting are among the issues to be addressed during the final engineering/subdivision review and approval process. PLANNING & ZONING BOARD: At its regularly scheduled May 1, 2002, meeting, the City of Winter Springs Planning and Zoning Board voted 4 - 0 to recommend approval of the preliminary subdivision plan for Tuskawill Trails Phase II. RECOMMENDATION: The DRC and the Planning and Zoning Board recommend approval of the preliminary subdivision plan for Tuskawilla Trails Phase II. ATTACHMENTS: A. Mr. John Baker, AICP, Current Planning Coordinator, Community Development Department introduced Ms. Neisha Hacker, University of Central Florida Graduate Student and explained that that she will be doing her swnmer internship with the City of Winter Springs' Community Development Department. Mr. Thomas Kearney, 159 Stone Gable Circle, Winter Springs, Florida: as President of the Stone Gable Homeowners Association, Mr. Kearney spoke of "What our Community is all about" while referring to a handout he distributed; and that residential and commercial vehicles sharing an entranceway was a "Dangerous scenario". The Board and Mr. Kearney discussed area entrances and the Stone Gable entrance; and a letter regarding the applicant purchasing a land parcel (Tract B) from Cambridge Homes. Chairman Fernandez asked Mr. Baker whether the second entrance is "Meeting Code by using just one entrance." Mr. Baker required, "Yes." Mr. Kearney stated that the Stone Gable Homeowners Association is asking that the City protect them from the "Smell, and noise with the dumpsters" and asked for modifications such as a thirty foot (30') tree buffer: Discussion. Mr. John Neubauer, 102 Stone Gable Circle, Winter Springs, Florida: addressed the issue of tree replacement within the City. Discussion. Mr. Robert Keith, 106 Stone Gable Circle, Winter Springs, Florida: asked if a platted and recorded landscape easement (Tract B) can only be released by City Ordinance; said that the median cut placement was to support Stone Gable and only half of the applicant's commercial property; and that other commercial property along the south side of State Road 434 should be using the left hand turn lane at the Seminole County School Bus Barn. I All gravity sewer mains and laterals shall be televised and a copy of the video tape provided to the City prior to certification. All water mains less then 4 inches in diameter shall be in accordance with ASTM 2241 SDR21.Class 200. All 4 inch in diameter PVC water mains shall be AWWA C-900.DR18. All water mains shall bear the NSF logo indicating approval for drinking water. 31. All storm water pipe lengths include mitered end sections. GENERAL NOTES 1. All construction shall conform to the City of Winter Springs Standards and Specifications, unless otherwise waived by the City . Engineer certifies that all roadways were designed to the applicable standards, as set forth by the City of Winter Springs and the FDOT's " Manual of Uniform Standards for Design, Construction and Maintenance for Streets and Highways " Contractor shall coordinate all work within the existing road rights-of-way with the City of Winter Springs. It will be the responsibility of Contractor to acquire necessary Right-of-Way Way permit(s) and provide for the safety and control of local traffic during construction. Contractor shall be extremely cautious when working near trees which are to be saved, whether shown on plans or designated in the field. Contractor shall be responsible for locating and verifying (horizontally & vertically). all existing utili~ies p~ior to con~truction, ~nd f?r . . notifying the various utility companies to make necessary arrangement for relocation, temporary disruption of serVice, or clarification of activity regarding said utility. Contractor shall exercise caution when crossing an underground utility, whether shown on plans or field located. AI! utilities which interfere with proposed construction shall be relocated by the respective utility companies, and Contractor shall cooperate with them during relocation operations. Any delay or inconvenience of the various utilities shall be incidental to the contract and no extra compensation will be allowed. The location of existing utilities, storm drainage systems, and topographical features shown on the plans have been determined from the best available information and are provided for the convenience of Contractor. Engineer assumes no responsibility for their inaccuracy. Should a discrepancy arise between these plans and actual field conditions, which would appreciably affect plan execution, Contractor will halt construction and immediately notify Engineer. Contractor shall be responsible for meeting all inspection criteria and schedules, and for signing for said inspections. Water and Wastewater service shall be provided by City of Winter Springs. The water distribution system shown on these plans shall be installed by Contractor and shall conform with the City's standards. All areas disturbed by construction activities shall be sodded. Contractor shall not excavate, remove or otherwise disturb any material, structure, or part of structure which is located outside the lines, grades or grading sections established for this project except where such excavation or removal is provided for in the contract, plans or specifications. All work and all materials furnished shall be reasonably close in conformity with the lines, grades, grading sections, cross sections, dimensions, material requirements and testing requirements that are specified in the contract, plans or specifications. Provisions for the maintenance and management of the common areas, walls and landscape facilities will be by the Owner. Contractor shall furnish, erect and maintain barricades, warning ~igns and markings for hazards necessary to protect the public and the work. Fire protection shall be provided by the City of Winter Springs Fire Department. All fire hydrant installation specifications will be provided by the Winter Springs Utility Department. 16. After the roadway has been constructed to sub-grade, it shall be proof-rolled to assure that proper compaction has been attained. The proof-rolling and compaction operations shall be inspected and tested by a Florida Licensed Soils Engineer to assure that the specified compaction is maintained and all deleterious material has been removed. 23. All water main fittings, valves, restraints, couplings, pipe and in general those materials required for installing the water supply system, shall comply with the minimum material standards, ratings and classifications established by the City of Winter Springs. Hydrostatic testing and disinfection to be performed as per AWWA Standards. The FDOT Roadway and Traffic Design Standards, current edition to be used for drainage structures. Station off sets are to be C/l of the inlet or manhole top. Install valve boxes with all valves. Valve boxes under the pavement shall have traffic bearing covers. No valves shall be located in pavement or curb areas. 24. 25. 26. Water, Sewer, Reuse & Storm Crossings: A. Where water mains must cross storm and sanitary sewers, when a minimum clearance of 18" and a minimum cover of 36" cannot be maintained, the water main shall be constructed of mechanical joint ductile iron pipe providing a minimum of 30" cover and a 12" minimum clearance between the water main and the other utility. One full 20' length of ductile iron pipe shall be centered at the point of crossing. Ductile iron pipe shall continue until a minimum of 36" cover can be attained by pipe deflection. 8. The lateral separation between sanitary sewer or storm sewers and water mains shall not be less then 10 feet. If this separation cannot be maintained, then the water main shall be constructed of ductile iron pipe with a pressure-tight joint. NO ENCASEMENT of the sanitary sewer or water will be allowed. C. Where ductile iron pipe is required for water mains, it shall conform to ANSI/AWWA A21.51. A minimum thickness of PC 350 per ANSJjAWWA C150 and C151. D. Testing: Contractor to test all water mains as per the following : Hydrostatic test per AWWA-C600 (or M23) standard and Disinfection of water main per AWWA-C651. E. All water by-passes shall be constructed of ductile iron pipe and shall be tie-rodded back to a "Dead-man" anchor on both sides of the main. F. In addition to the requirements noted in 26A and 268 above, where potable water and sanitary sewer mains cross with less than eighteen inches (18") vertical clearance, the sanitary sewer main shall be twenty (20) feet of C900 DR-18 PVC pipe and pressure tested to 150 PSI centered on the point of crossing. A minimum horizontal separation of ten (10) feet (edge to edge) between potable water mains and sanitary sewer mains shall be maintained when practical. When the appropriate horizontal separation cannot be maintained, the sanitary sewer main shall be C900 DR-18 PVC pipe and pressure tested to 150 PSI. G. Reuse water mains shall maintain a 3' (edge to edge) separation and an 18" vertical clearance from domestic water mains. When the vertical and horizontal clearance cannot be maintained, the water main and the reuse water main shall be constructed of mechanical joint ductile iron pipe, H. The minimum horizontal separation between water mains and force mains shall be at least 10 feet. The minimum vertical separation between water mains and force mains shall be at least 18 inches. All reinforced Concrete Pipe (RCP) shall be a minimum Class Ill. All RCP joints to be wrapped in Mirafi. or greater 32. All excavation within 10 feet of the traveled roadway must be filled within 24 hours. 33. All water mains to be laid with a maximum of 36 inch cover. Any deeper cut must be approved by the City of Winter Springs. Water mains shall be 3 feet off of front of lots typically. 34. Contractor shall submit all shop drawings to Engineer for final conformance with the standards. 35. Contractor shall comply with all Federal, State and local laws and regulations controlling pollution of the environment. 36. Contractor shall control the operation of their subcontractors and suppliers to assure the least inconvenience to the traveling public. Contractor shall maintain free and unobstructed movement of vehicular traffic and shall limit their operations for the safety and convenience of the traveling public. Under all circumstances, safety shall be the most important consideration. 37. Prior to commencing work, Contractor shall furnish, erect and maintain all barricades, warnings, signs and markings for hazards and the control of traffic in reasonable conformity with the 'Manual of Uniform Traffic Control Devices for Streets and Highways' or as directed by the City of Winter Springs City Engineer and Police Department such as to effectively prevent accidents in places where the work causes obstructions to the normal traffic or constitutes in any way a hazard to the public. 38. Contractor shall visit the site and familiarize themselves with existing conditions prior to bid. 39. All water services referenced with "DR9 services poly" shall have a PPI. rating of PE3408 and DR9 (PC 200) for the Polyethylene tubing per AWWA C901. Prior to meter placement, water services shall be stubbed 18 inches above grade and capped. 40. No inspection on weekends or after 4: 00 PM Monday - Friday. Buried lines shall be opened to insure proper joint connections. 41. Inspections must be scheduled with 48 hours advance notice. 42. All pressure lines shall have 14 gauge tracing wire taped to the top at five foot intervals 18. In other areas which require fill material, Contractor will strip or otherwise remove all vegetation such as brush, heavy sods, heavy growth of grass, decayed vegetable matter, rubbish and any other deleterious material before embankment is started. Immediately prior to the placing of fill materials, the entire area upon which fill is to be placed shall be scarified in a direction approximately parallel to the axis of the fill. 19. Contractor shall familiarize himself with the policies and guidelines established by the City of Winter Springs, Florida for the preservation of all public and private property. The Contractor shall be responsible for all damage or injury to property of any character, during the prosecution of the work, resulting from any act omission, neglect or misconduct in his manner or method of executing the work, or at any time due to defective work or materials. 20. Sanitary Sewer shall be PVC.SDR 35 or DIP PC 350 (DIP shall be polyethylene - lined.) 21. Contractor shall stake all improvements lJ~ing the plat. Contractor shall confirm with Engineer that the plat is current prior to construction. It is Contractor's sole~onsibllity to completely stake and check all improvements to insure adequate positioning, both horizontal and vertical including minimum building setbacks prior to installation of any improvement. 22. It will be the Contractors responsibility to insure that all required permits are obtained and are in hand at the job site prior to construction commencement. Contractor shall abide by all conditions contained therein.
