Bush is requesting that the City Commission authorize Resolution Number 2006-53 in coordination with the Private Business Association of Seminole requesting the Florida House and State Senate to address the emerging crisis of the high cost of insurance premiums facing property owners of Seminole County and the State of Florida. PURPOSE: The purpose of this Agenda Item is for the City Commission to authorize the approval of Resolution Number 2006-53 related to the emerging crisis of the high cost of insurance premiums facing property owners of Seminole County and the State of Florida. CONSIDERATIONS: Mayor John F. Bush is requesting that the City Commission approve Resolution Number 2006-53 to implore our Florida State Legislators to take immediate actions to resolve this immediate and devastating insurance crisis. FUNDING: No funding needed. CITY OF WINTER SPRINGS, FLORIDA CITY COMMISSION REGULAR MEETING - OCTOBER 9, 2006 CONSENT AGENDA ITEM 405 PAGE 2 OF 2 RECOMMENDATION: The City Commission is requested to approve the attached Resolution Number 2006-53 requesting the Florida House and State Senate to address the emerging crisis of the high cost of insurance premiums. COMMISSION ACTION: ATTACHMENT "A" RESOLUTION NUMBER 2006-53 A RESOLUTION OF THE CITY OF WINTER SPRINGS, FLORIDA, IN COOPERATION WITH THE PRIVATE BUSINESS ASSOCIATION OF SEMINOLE REQUESTING THE FLORIDA HOUSE AND STATE SENATE TO ADDRESS THE EMERGING CRISIS OF THE HIGH COST OF INSURANCE PREMIUMS FACING PROPERTY OWNERS OF SEMINOLE COUNTY AND THE STATE OF FLORIDA AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the Private Business Association of Seminole, Incorporated, is greatly alarmed at the extraordinarily high property insurance premiums; and WHEREAS, the current actions of insurance companies is at risk of forcing senior citizens, low income and young families out of their homes; and inhibiting home ownership for others; and WHEREAS, insurance companies are pulling out of Florida leaving property owners unable to find coverage and taxpayers to bear the burden of those uninsured liabilities; and WHEREAS, counties, cities, school districts, airports and other governmental agencies will be at financial risk for the expense of repair or replacement of buildings and property destroyed or damaged due to severe windstorm and associated climatic activity; and WHEREAS, counties, cities, school districts, airports, and other governmental agencies have been compelled to divert operating or capital revenue to fund the shortfall experienced by Citizens Property Insurance Corporation that diverts tax dollars from the primary mission of the agency without any corresponding benefit; and WHEREAS, major employers could flee the state and new companies choose not to move into Florida which will negatively affect our state's economy and lead to an economic slowdown or recession; and WHEREAS, the City of Winter Springs and the Private Business Association of Seminole, Incorporated, implores our Florida State Legislators to take immediate actions to resolve this immediate and devastating insurance crisis. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF WINTER SPRINGS, FLORIDA, that we the City of Winter Springs is in support of the Private Business Association of Seminole, Incorporated requesting the Florida House and State Senate to address the emerging crisis of the high cost of insurance premiums facing property owners of Seminole County and the State of Florida.
