COMMISSION AGENDA ITEM E CONSENT INFORMA TIONAL X PUBLIC HEARING REGULAR June 24,2002 Meeting MGR ]~/DEPT P Authorization REQUEST: Public Works Department Updating the City Commission on the Status of the Town Center Roads project. PURPOSE: The purpose of this agenda item is to update the City Commission on the progress of the Town Center Roads project for May 2002. CONSIDERATIONS: Attached is the May 2002 monthly progress report for the Town Center Roads project. The project which includes the reconstruction and construction of Tuskawilla Road and Hickory Park Grove Boulevard is 15% complete. Dover, Kohl and Associates is reviewing th7 Hickory cross section to determine if any modifications n.eed to be made to the cross section to accommodate the angled parking. Seminole County advised us that a permit is needed for the stormwater piping to cross the trail. CPH will submit the permit application by 6/14. MONTHLY PROGRESS REPORT May 31, 2002 Kip Lockcuff, City of Winter Springs Kip, The following items reflect the current status of work completed for the above listed project: 1. The contractor has excavated the retention pond to elevation 38 in preparation of the installation of the vinyl sheet pile. The subcontractor has begun installation of the vinyl sheet pile and currently has installed approximately 50% of the sheets around the retention pond. CPH Engineers, Esterson Construction and the subcontractor are currently coordinating the details to complete the installation of the vinyl sheet pile, the tie-back system for the sheet pile, the installation of the decorative block wall, and the installation of the aluminum fence and concrete columns above the decorative block wall. Once the vinyl sheet pilewall has been installed and the tie-back system is in place, backfill will begin over the tie backs and installation of the decorative block wall shall begin. As the wall is constructed, the soil on the back side of the wall will be brought back up in lifts to the surrounding finished ground elevations. 2. The stormwater collection system has been completed from the retention pond to Hickory Grove Park Road. The contractor is currently completing the installation of the stormwater collection system on the east end of Hickory Grove Park Road. The only portion of the stormwater collection system yet to be complete is the installation of the 42" storm pipe from the storm manhole S19 into the retention pond and the installation of the storm pipe from the existing system on the west end of the retention pond. 3. The contractor has completed installation of the sanitary sewer system from the lift station along the north side of the retention pond and to the south towards Hickory Grove Park Road and including sanitary manhole No.1. The backfill and compaction along the gravity sanitary sewer route has also been completed. Final installation of the sanitary sewer manhole ring and covers and installation of the grout inside the manholes are still required. To date, the contractor still needs to install the force main from sanitary sewer manhole No.1 south across S.R. 434. 4. To date there has been one submittal for a Change Order, which was included in Pay Request No.3. This Change Order included excavated soils delivered off site to a city property. The Change Order also included the additional material for the force main on the north side of the retention pond, tree stump removal for stumps excavated during the installation of the gravity sanitary sewer system, pre-trenching for the sheet pile, base of storm structure20, the new force main crossing under SR. 434, and the liner inside SANFORD . Based on the current redesign of the parking along Hickory Grove Park Road, there will be an additional Change Order for additional survey services required for staking out the new parking spaces. Additionally, there will be a Change Order for new sanitary sewer manholes installed as part of the realignment of the gravity sanitary sewer system along Tuskawilla Road. The following items are items that are in progress: 1 The locations of the right-of-way and utility easements along the east side of Tuskawilla Road have been drafted by Tinklepaugh Surveying. Tinklepaugh is currently drafting the legal descriptions. This will be forwarded to the Engineer once completed. 2 The location and description of the additional right-of-way along the west side of Tuskawilla Road at SR 434 has been submitted to the City and CPH. CPH drew the proposed dedication areas in based on the descriptions on the provided drawings. This drawing was compared to the current plans to confirm that the proposed ROW dedication matches the CPH plans. The AutoCad drawing did not match the proposed ROW locations along the west side of Tuskawilla Road and additional correspondence and conversations with Avid Engineering are ongoing to clarify the discrepancies. 3 The Florida Power "switch gear" location has been finalized and it is the Engineer's understanding that the location will be inside the Winter Springs Town Center public site. Once the switch gear is in place, Florida Power will coordinate with Esterson Construction as to the relocation of the existing power utilities from the west side of Tuskawilla Road to the east side. 4 CPH has received a revised cost estimate for the revisions to the plans at the intersection of Hickory Grove Park Road and SR 434, per the FOOT requirements. This cost estimate has been forwarded to the City for their review and approval and shall be included in the construction of the project and adjusted via a final quantities change order once the construction of Hickory Grove Park Road is complete.
