REQUEST: The Parks and Recreation Department is requesting the City Commission approval
of a letter from the Mayor and City Commission to Seminole County supporting
funding the proposed Sunshine Park Improvements.
PURPOSE: To provide written comment supporting the proposed CDBG funding for Sunshine
Park Improvements to Seminole County.
CONSIDERATIONS:
. On February 26, 2002, the City Commission approved the application of a CDBG Grant for
Sunshine Park Improvements in the amount of $ 429,324.00, which includes demolition of
existing bathroom, new paving, re-surfacing and re-striping. Construction of a new
restroom/storage-building behind the Senior and Civic Center. Renovate Civic Center
restrooms, flooring, walls, ceiling, HV AC, roof, lighting and power, signage and entry sinks.
Senior and Civic Center automatic doors and signage.
. County staff has recommended the allocation of funds for FY 2002/2003 to the Sunshine Park
Improvements in the amount of $129,000.00, which include ADA automatic doors and ADA
signage on the Senior and Civic Center. Demolition of the existing exterior rest-room/storage
building, paving for 9 new parking spaces, construction of a new restroom/storage building and
landscaping behind the Senior Center.
. There is a 30-day public comment period and a written comment from the Mayor and City
Commission would be helpful.
FUNDING:
None Required.
RECOMMENDATION:
Staff is recommending that the City Commission approve the request for a letter from the Mayor and
City Commission supporting funding the proposed Sunshine Park Improvements.
IMPLEMENTATION SCHEDULE:
. Draft letter, sign and forward to the Seminole County Board of County Commissioners prior to
July 23, 2002.
. July 23, 2002 County Commission votes on proposed funding.
. August - September contracts prepared and sent for execution.
. October 1, 2002 funding available to begin project.

The City of Winter Springs has applied for and is being proposed for CDBG Program
funding for our Sunshine Park Improvements for FY 2002/03. The City Commission is

The City of Winter Springs has expended over $ 486,000.00 in the past year to make
improvements to Sunshine Park, which is heavily used by Senior Citizens. The proposed
CDBG project will provide ADA improvements at the Senior and Civic Center and
provide building improvements to the Senior Center.
The Senior Citizens of Winter Springs are very excited and look forward to the needed
improvements.
