HomeMy WebLinkAbout2002 06 10 Informational A Current Planning Projects COMMISSION AGENDA ITEM A CONSENT INFORMATIONAL X PUBLIC HEARING REGULAR 06/10/02 Meeting MGR. ~DEP Authorization REQUEST: Community Development Department is advising the City Commission of the status of various current planning projects. PURPOSE: This agenda item is to update the Commission on the status of current planning projects. CONSIDERATION: Avery Park - Construction continues. The Contractor has obtained a permit to install the water fountain the storm-water pond. A letter of credit in the amount of $26,710.00 was issued April 2 and received by the Community Development Department on April 8, 2002, in lieu of a maintenance bond for the potable water and sanitary sewer improvements to be accepted by the City. The original was provided to the City Clerk and a copy to the City Attorney. Belfaire(formerly Battle Ridge) - All files and correspondence were requested (City Clerk memo dated 5/06/02) for review relating to the final engineering/subdivision plan and modification to the annexation and pre-development agreement. The applicant scheduled a pre-construction meeting for May 23, 2002. B. J-: Models- On March 27, staff received the application and plans for preliminary site plan review for a 1,600 square-foot single story addition to an existing commercial structure at 170 SR 419. This item was reviewed at the April 2, 2002, DRC. The property owner left a telephone message that he wishes to withdraw his site plan application and receive a refund. Fox Run Preliminary Subdivision Plan- On March 26, staff received the application and plans for preliminary subdivision of a 5-10t residential subdivision on 1.28 acres at the west end of Panama Circle. This item was reviewed at the April 2, 2002, DRC. Highlands Apts., Phase II - The 42 unit apartment preliminary site plan was approved on April 22, 2002. The final engineering/site plan submittal was received May 15 and was reviewed at the May 21, 2002, DRC. June 10, 2002 Information Item A Page 2 JDC Calhoun - Construction continues. The applicant has submitted elevations and a floor- plan for the Washington Mutual Bank, which was reviewed at the May 21, 2002, staff DRC. The architect was told that the building orientation must be changed from the parking lot to the SR 434 frontage. Both street frontages must meet the window area and door spacing requirements. Miranda - The special exception to allow automotive repair in the Town Center expired on April 22, 2002. The applicant and his contractor met with staff on May 1, 2002. At that meeting, Mr. Miranda stated that he plans to proceed with his plans to construct his auto-repair facility at the site. While awaiting a response from the City Attorney regarding alternati\:,es to another special exception, Mr. Miranda has applied for another special exception, which is scheduled for the June 10, 2002, City Commission meeting. Nursery Road (Phil Reece) - Staff met with Mr. Reece on April 16, 2002, to discuss a revised draft development agreement. The FLU amendment, rezoning, and development agreement are tentatively scheduled for June 10,2002. Oak Forest Unit 7 (Triangular-shaped O.86-Acre Tract between Oak Forest & Tuskawilla Office Park) - The City-initiated Future Land Use map amendment and rezoning had first readings at the April, 8,2002, City Commission meeting. The second reading was postponed from the May 13, 2002, City Commission meeting to the June 10, 2002, meeting. Staff believes that a subdivision re-plat is mandated by sections 9-3 and 9-4 of the City Code. Parkstone - Construction continues. On May 14, 2002, the City Manager authorized 10 additional building permits at Parkstone Unit 4. SR 434 Retail(a.k.a. Villagio) - The project was scheduled to be heard at the May 1, 2002, Planning and Zoning Board. The applicant requested the item be postponed to try to resolve the Stone Gable homeowners and engineering issues. The P & Z Board voted to postpone the item and the applicant volunteered to notify the president of the homeowners' association when the project is re-scheduled for the P & Z. FDOT has investigated the possibility of a second median cut, but has tentatively determined that it should not be allowed, due to its proximity to the median cut that was relocated to present location from its former location in front of the proposed shopping center site. SR 434 Roadway Improvements Project - No additional information. Torcaso Park Improvements- On March 27, staff received the final engineering/site plan for the City's Torcaso Park improvements. This item was reviewed at the April 2, 2002, DRC meeting. Tuskawilla Office Park - Construction is proceeding. The final plat was received on May 15, 2002, and reviewed by the staffDRC on May 21,2002. Tuskawilla Trails. - The preliminary subdivision plan (36 lots and a storm-water pond on 8.64 acres) received a recommendation for approval at the May 1,2002, Planning and Zoning Board and is scheduled for this meeting. June 10,2002 Information Item A Page 3 Wagner's Curve - The preliminary subdivision plan was approved at the April 22, 2002, City Commission meeting. Staff awaits submittal of the final subdivision plans. Board of Adjustment - The Board of Adjustment (BOA) will met on May 2, 2002, to consider a request to remove, rebuild, and enlarge a screen room as much as 7 feet into a 25' rear yard building setback. The Board recommended approval and the item is scheduled for this meeting. Staff is awaiting a re-submittal from the applicant at 1521 W oodsglen Drive. The matter was heard at the December 6, 2001, BOA meeting, for a variance for an addition to encroach 8 feet into the 20 foot rear yard setback set forth for Fox Glen at Chelsea Park. The BOA requested that the applicant bring in other alternative designs with less encroachment. FUNDING: None required RECOMMENDATION: None required ATTACHMENTS: None COMMISSION ACTION:
