Authorization REQUEST: The Utility Department is requesting authorization to piggyback off of the Palm Beach County Water contract for Sanitary Sewer Rehabilitation. PURPOSE: The purpose ofthis Board item is to request authorization to piggyback off of the Palm Beach County Water Utilities contract with Azurix North America for reconstruction of sewer lines at a cost of$97,662.00 payable from the Renewal and Replacement line code of the Utility Enterprise Fund. CONSIDERA TIONS: This project is needed to refurbish gravity sewer mains in the City. Relining is a trenchless technology that eliminates infiltration and inflow into sewer mains. Infiltration negatively effects the performance and operating capacity of the lift stations and wastewater treatment plants. The Utility Department budgets annually for sewer line rehab. Staff has determined that the U-Lining process is the preferred and most cost effective method of relining the sewer lines. The U-Liner process is a folded high-density polyethylene pipe that is pulled through the existing sewer line and expanded and cured in place. The total amount of sanitary sewer mains that we target for relining this year is 2,723 feet with 28 house lateral reconnections. The sewer mains are generally located in the Devon Avenue/First Street and Boxwood Circle area. Palm Beach County Water Utilities has bid relining work under Contract #WUD 98-48 R with Azurix North America being the low bidder. June 10, 2002 Consent Agenda Item E Page 2 . The total cost piggybacking off of this bid is $97,662.00. There are adequate funds in this year's budget to have this work done. FUNDING: The Utility budgeted in the Renewal and Replacement Fund $80,000.00 for sewer rehab and $20,000.00 for a new roof for the West Wastewater Operations Building. The roof project will not be undertaken this fiscal year. The $97,662 will be funded from the Utility Renewal and Replacement fund - 3610-56340. RECOMMENDA TION: It is recommended that authorization be granted to piggyback off of the Palm Beach County Water Utilities Contract #WUD 98-48 R with Azurix North America for sewer relining at a cost of $97,662. . Azurix North America Underground Infrastructure, Inc. shall seal all sewer.service laleral reconnections and manhole terminations. . 10. Bypass pumping requiring a 4" pump or larger is not included.
