HomeMy WebLinkAbout2005 09 26 Informational 304 COMMISSION AGENDA ITEM 304 CONSENT INFORMATIONAL X PUBLIC HEARING REGULAR September 26, 2005 Meeting MGR.~ /DEPT//Y Authorization REQUEST: Public Works Department is advising the City Commission of the status of various Capital Improvement Projects PURPOSE: This agenda item is to update the Commission on the status of current Capital Improvement projects. CONSIDERATION: TRAFFICITRANSPORTATION IMPROVEMENT SR 434 Improvements (Village Walk) - Mast Arm Signals have been installed and are operational for Fountain Tree Drive, Sheoah Boulevard and Hayes Road. Final foundations for the remaining mast arms have been poured at for the south side of Moss Road and the southwest corner of Edgemon A venue. Installation of mast arms for these locations can be expected by the end of September. Removal of existing traffic poles scheduled for the week of 9/26/05. Irrigation directional bores across SR 434 scheduled to be completed the week of 9/26/05 and a renewed effort on plant bed preparation started immediately. Installation of plants scheduled to begin the week of 9/26/05. Construction of turn lane at Moss continues. (9/19/05) SR 434 Town Center Corridor Analysis - The final technical support memo by Glatting Jackson was reviewed and authorized for submittal to FDOT by the City Engineer on 9/15/05. (9/20/2005) SR 434 / Doran Drive Traffic Signal - This is a joint design project with CPH Engineers and PEC, Inc. The project involves installation of a traffic signal at Doran Drive and SR 434. Notice of Award mailed to Traffic Control Devices week of February 7th. FDOT Permit for the modification to include McLeod's Way have been received. Shop drawings from traffic signals approved for mast arms. Updated plans forwarded to contractors for paving and signal modifications have been returned with updated pricing for increase in materials cost received with request for approvals to be presented to the Commission on 10/10/05. (9/19/05) September 26,2005 Information Item Page 2 SR 419/ Moss Road Turn Lane - Construction is complete, requirements for transfer of the funds from FDOT pending receipt of certified as-built plans from contractor. As-built plans received and have been forwarded to FDOT for direction regarding approximately 150 feet where a portion of the required super elevated curve of7.5% is sub standard at 3.5 to 4% slope. Certification letter regarding percent of slope has been received from contractor. Engineer of record to certify plans and forwarded to FDOT.(9/19/05) Cross Seminole Trail North (Wade Street to Town Gardena Avenue) - Construction continues by Schuller Contractors, Inc of Orlando on this $1,589,000.00 project. The proposed construction limit for the 3.5 miles of paved trail is from Gee Creek (500 feet east of Wade Street) to approximately 500 east of Magnolia Park and from the SR 434 trail bridge to Gardena Avenue. The portion of the trail in the middle of the Schrimsher property impacted by the eagles nest is not included in the project. County staff hopes to perform this work as part of this contract. Sodding complete and installation of trail sign age all that remains to be performed (9/19/05) Cross Seminole Trail Connector (Wade Street to Wekiva Trail) - Staff is working with County staff on evaluating the wetlands along the preferred route. The City Manager and Mayor are working with Rep. Mealor on state and/or federal funding for this alternative. The wetlands have been flagged and staff met with Seminole County and the consultant on May 25th.. Seminole County has turned further development of the alternate trail corridor over to the city for further planning. (7/27/05) Magnolia Park Phase II - Phase II of Magnolia Park consists of the construction of the Amphitheater with restrooms and drinking fountains to act as a trail head for the Cross Seminole Trail and an inter active water feature in this 0.67::l:: acres. Starmer Ranaldi Planning and Architecture, Inc (SRI) was approved by the Commission on January 10, 2005, for the architectural services. CPR Engineers, Inc has been authorized by the Commission under Amendment 78 on June 9, 2003, for services related to the landscape and hardscape design in conjunction with SRI. Both SRI and CPR Engineers are currently developing the plans for the construction of Magnolia Park Phase II. Progress meeting held on May 2nd to review CPR drawings and coordinate with SRI. (5/11/05) Blumberg Boulevard Trail - The Blumberg Boulevard Trail consist of the construction of the trail with amenities from Magnolia Park to the intersection of Blumberg Boulevard and Doran Drive. The trail will have stone pavers with sitting arboretum and proposed sculpture gardens, to include the Rotary Club sponsored Veterans Memorial. Starmer Ranaldi Planning and Architecture, Inc (SRI) was approved by the Commission on January 10, 2005, for the architectural services. CPR Engineers, Inc has been authorized by the Commission under Amendment 78 on June 9, 2003, for services related to the landscape and hardscape design in conjunction with SRI. Progress meeting held on May 2nd to review CPR drawings and coordinate with SRI. (5/11/05) Central Winds Park Way - Final road design ongoing by CPR. Additional right of way has been requested from the Leerdam property and they will be submitting a conceptual site plan to the City Commission. Final Plan review will incorporate their proposed site plan. (4/18/05) September 26,2005 Information Item Page 3 Winter Springs Boulevard Reconstruction - Preliminary report was presented to the City Commission on April 11th. Staff has received a design proposal for the 1 st phase of construction which will be brought to the Commission in October. (9/19/05) UTILITY Utility/Public Works Compound - Design is complete. Final engineering to the Commission. FDEP and Corps of Engineers permit application submitted and comments received. Re- submittal for staff review pending. FDEP has approved the mitigation plan portion of the permit application. The cost of wetland mitigation for eight acres is $69,000.00. Expect issuance of wetlands permit from FDEP by 1 October. (9/19/05) Well #4 - Well construction and development is complete and 1,200 gallons per minute was achieved. Water quality testing has been received and the sulfate levels are marginal and under review by DEP. Raw water piping remains once DEP approval is received. Sunshine Building and Development is contractor for this project. (9/19/05) Reclaimed Water Augmentation - Final draft was received 9/12 and comments provided. Report will be complete by 10/31. (9/19/05) Tuskawilla Road Stormwater Improvements - The scope of this project to install two 24" storm pipes and fill the existing ditches along with a strainer/ trash collection box with spreader swale to improve the quality of run off entering Lake Jesup from Tuskawilla Road North of St. Johns Landing and Orange Avenue. The contract was awarded to Sunshine Building and Development with a pre-construction meeting held on June 16th. Project is 85% complete. (9/19/05) PARKS and RECREATION Central Winds Park Expansion Back Stops - Contract awarded to All-Rite Fence with Notice to Proceed issued the week of 1 August. Work is complete. (9/19/05) PUBLIC BUILDINGS City Hall Expansion - The design of the expansion of City Hall was approved by the Commission on February 28, 2005. Starmer Ranaldi Planning and Architecture, Inc (SRI) provided the design of this 4,980 square foot addition to City Hall in the northwest comer of the City Hall building. New layout presented to Commission at 8/1 workshop and direction received. (8/8/05) COMMISSION ACTION:
