Authorization REQUEST: The Parks and Recreation Department is presenting the City Commission with the current Central Winds Park Master Plan for consideration and approval. PURPOSE: The purpose of the Agenda Item is to present and approve the current Central Winds Park Master Plan. CONSIDERATIONS: . The City Commission directed staff at the April 10, 2006 meeting to update and bring back the Central Winds Park Master Plan. . Parks and Recreation staff has met with the consultant Michael Design & Associates several times to discuss the Master Plan. The plan has also been reviewed and commented on by other city staff. . The plan shows: Continued use of youth football, lacrosse, and event parking on the west side of the park (Wincey Property) which requires the re-location of the dog park to another site. The current dog park site was only approved until September 30, 2007. It may be extended for another year (2008) based on the construction schedule of the Reclamation Facility. . The plan shows: A Walk of Fame, which will have power and water availability along it. (Potential vendor area). . The plan shows: A Multi-use Park Building with Restrooms and Overlook. This building or area could serve as a future stage/entertainment area that could handle a considerably larger crowd then the current Amphitheater Area. Regular Agenda Item September 11,2006 -2- . The plans shows: A new playground in the passive area of the park to replace the deteriorated 13-year-old playground. . The plan shows: A safe park extension of the connector road (Orange Avenue) through the passive area of the park to slow the traffic and try to preserve the passive nature of this area. . The plan shows: A city recreation center located centrally in the 103-acre park. The building would offer the public other recreation opportunities, serve many meeting needs, and meet the needs of a growing city. . The plan shows: Central Winds Park Landmark Signage. . The plan shows: A Boat Ramp and Fishing Pier area on Lake Jessup. FUNDING: N/A RECOMMENDATIONS: The Parks and Recreation Department is recommending consideration of the Master Plan and Approval. ATTACHMENTS: # 1 Central Winds Park Master Plan. COMMISSION ACTION: CENTRAL WINDS PARK MASTER PLAN CITY OF WINTER SPRINGS, FLORIDA PARKS AND RECREATION DEPARTMENT NOTES: 1) Accomodate parking; amodified boulevard design; a multiuse park building with restrooms and overlook; a newly expanded playground in the Passive Park; a City Recreation Center; and a fishing pier and boat launch area. 2) Provide a safe park for pedestrians with minimal "cut through" vehicular traffic through the Passive Park. Design this parking area drive (Orange Avenue between boulevard and arched bridge) as irregular and conforming to the existing trees to help slow traffic. 3) Provide a healthy mix of "active" and "passive" park areas for a variety of park users.
