HomeMy WebLinkAbout2006 09 11 Consent 404 Hazard Mitigation Grant FEMA COMMISSION AGENDA ITEM 404 CONSENT Meeting MGR DEPT Authorization REQUEST: Capital Projects Coordinator is requesting approval to accept Hazard Mitigation Grant Program Funds from the Federal Emergency Management Agency (FEMA) through the Florida Department of Community Affairs (DCA). PURPOSE: The purpose of this Board item is to request approval to accept Hazard Mitigation Grant Program (HMGP) Funds from FEMA through a contract with DCA for the installation of wind proof shutters, doors and windows for City of Winter Springs Civic and Senior Center. CONSIDERATIONS: The Florida Department of Community Affairs has approved the grant application submitted by staff for the installation of hurricane shutters and door coverings on the Civic and Senior Center. At the time of the application submittal, the estimated cost to cover the windows and doors of the Civic and Senior Center was $29,348.00. The total amount of funds to be paid by FEMA through DCA is $22,598.00. The remaining cost of the City's portions is estimated at $7,337.00. As part ofthe Seminole County Mitigation 20/20 Task Force, staff submitted applications to receive a share of funds set aside for Hazard Mitigation as identified in the Seminole County Local Mitigation Plan. After the hurricanes in 2004, DCA and FEMA accepted additions to the approved plan for funding made available to mitigate future damage. Staff submitted requests to have hurricane shutter installed on the windows and openings of Fire Stations 24, 26 and 28 and the replacement of all bay doors with hurricane approved doors, storm shutters installed on all windows and entrances to the Civic Centerl Senior Center and to install Lexan window coverings and wind barrier to the Public Safety 091106_ COMM _ Consent_ 404 ]arks_ Rec _ HMGP ]roject Consent Agenda Item 404 September 11,2006 Page 2 of2 building. These applications were submitted in April 2005 for a total of$199,563. These grants are 75% funded through FEMA with 25% matching funds provided for by the City. In May and June 2006, DCA approved the applications for Fire Stations 24,26 and 28. On July 10, 2006 the Commission approved entering into contracts with DCA for installation of shutters and doors for Fire Stations, 24, 26 and 28. FUNDING: The balance of funds for the installation of shutters on the Civic Senior Center has not been budgeted by the Parks and Recreation Department. The Parks and Recreation Department will bring an Agenda Item back to Commission after final estimates are received for funding consideration. RECOMMENDATION: It is recommended that approval to enter into a contract with FEMA through DCA to accept HMGP funds in the amount of $22,598.00 for the installation of hurricane shutters on windows and doors on City of Winter Springs Civic and Senior Center. IMPLEMENTATION SCHEDULE: The scope of work will be completed within 120 days of the issuance ofthe Notice to Proceed. Reimbursement to DCA request will be made immediately upon funds being expended.
