I DelL Authorization REQUEST: The Community Development Department requests the City Commission consider and comment on a conceptual development plan for a 152 unit condominium development to be known as Villagrande at Town Center. The project is located on 4.78 acres, on the north side of S.R. 434, just east of Winter Springs City Hall and west of Doran Drive. PURPOSE: The purpose of this agenda item is for the City Commission to consider and provide comments on a conceptual development plan for a 152 unit condominium development to be known as Villagrande at Town Center. The project is located on 4.78 acres, north of S.R. 434, just east of Winter Springs City Hall and west of Doran Drive. The applicant has submitted a preliminary site development plan that five (5) buildings that contain a total of 152 condominium units and a community building with pool. Each of the condominium buildings has covered parking on the first floor. Two of the buildings are three (3) stories above the parking area, two buildings are four (4) stories above the parking area, and one building is five (5) stories above the parking area. A total of 310 parking spaces (2 per units) are provided through a combination of covered, surface, and off-site parking areas. The applicant has met with staff and with representatives of Dover Kohl and Partners to discuss the site layout. The buildings have been relocated to provide more street edge along the south, east, and north property lines. A series of trellises, walls and other architectural features complete the street edge treatment between the buildings. Several pedestrian access points are provided in this series of garden walls. The City's consultant, Dover Kohl & Partners has indicated that this treatment is in keeping with the intent of the Town Center in that the development site, while larger than a typical city block and somewhat irregularly shaped, should be treated as a city block. The buildings and the garden walls "secure the block" much the same as in other developments that are developed similar to the Town Center. Chapter 20, Division 12, City Code, Town Center District Code CONSIDERATIONS: The project is located on 4.78 acres, north ofS.R. 434, just east of Winter Springs City Hall and west of Doran Drive. The property is located in the "Town Center" zoning district and has a Future Land Use designation of "Town Center". The heavily vegetated site abuts SR 434 along its southern property line, Winter Springs City Hall to the west, the Hickory Grove park site to the east, across Doran Drive, and a parcel identified as a neighborhood square to the north. All of these parcels are within the Town Center. The City Commission took an initial, informal look at the proposed development plan during the August 15,2005 Town Center Workshop. Topics of discussion during the workshop included providing public access to the site and how to avoid the appearance of a "gated community". The relationship of the proposed development to the previously mentioned park, the neighborhood square, the Doran Drive frontage, and the intersection of Doran Drive and Blumberg Boulevard were also topics of discussion at the workshop. Staff is currently working with the applicant on several issues relative to the proposed development plan for this project. One topic of discussion centers on the use of the garden walls to address the spaces between buildings. Various sections of the Town Center Code state the building spacing along Town Center streets (Doran Drive), Hickory Grove Park, neighborhood squares, and the SR 434 frontage road should be a maximum of35 feet. Representatives of Dover Kohl and Partners have indicated that the use of the garden walls is appropriate. ST AFF RECOMMENDATION: Staff recommends that the City Commission consider and comment on the conceptual development plan for the Villagrande at Town Center project.
