HomeMy WebLinkAbout2002 07 22 Informational D Letter about the US 17-92 Community Redevelopment Area Boundary COMMISSION AGENDA ITEM D CONSENT INFORMATIONAL X PUBLIC HEARING REGULAR July 22, 2002 Meeting MGR ~~PT '-;;;t-;;J-- A ) Ithori zati on REQUEST: The Finance Department is requesting the City Commission Review a Letter from the US 17-92 CRA Coordinator Regarding Changes in the US 17-92 Community Redevelopment Area Boundary. PURPOSE: To relay information to the City Commission regarding changes to the US 17-92 Community Redevelopment Area Boundary. CONSIDERA TIONS: The Cities contribution to the US 17-92 CRA has increased from $16,772 in FY 01 to approximately $63,000 in FY 03 due in large part to an increase in valuation of the Redevelopment area. The Commission expressed concern about any boundary changes that may be playing a role in the Cities increased contribution. Of specific concern was Longwood. The US 17-92 CRA Coordinator prepared a letter and noted that no boundary changes have occurred with the exception of some areas near Fern Park. In addition, the Coordinator relayed that the City of Longwood elected not to participate in the Redevelopment Plan. RECOMMENDATION: None - information only. Frangoul, CP A Director of Finance City of Winter Springs 1126 East State Road 434 Winter Springs, Florida 32708 Dear Ms. Frangoul: In reference to your correspondence dated May 31, 2002 and to subsequent telephone conversations with you, I am forwarding this letter to address those concerns previously discussed regarding the US 17-92 Community Redevelopment Agency (CRA). At present, the cities of Casselberry, Lake Mary, Sanford and Winter Springs have partnered with the County in the US 17-92 CRA by adopting a resolution (in 1997) concurring with the US 17-92 Redevelopment Plan. The City of Longwood has not adopted a similar resolution and therefore has opted not to participate in the US 17-92 CRA. In other words, the City of Longwood does not contribute any tax increment to the US 17-92 Redevelopment Trust Fund and consequently, no US 17-92 Redevelopment Trust Fund monies can be expended on properties within incorporated limits of the City of Longwood. The boundary ofthe US 17-92 Community Redevelopment Area, established by ordinance in 1997, was amended in 1998 to include properties in the unincorporated Fern Park area south of State Road 436 that were previously studied but not formally adopted into the redevelopment area.
