COMMISSION AGENDA ITEM C CONSENT INFORMA TIONAL X PUBLIC HEARING REGULAR July 22, 2002 Meeting MGR (l-rDEPT ;7 Authorization REQUEST: Public Works Department Updating the City Commission on the Status of the Town Center Roads project. PUR,POSE: The purpose of this agenda item is to update the City Commission on the progress of the Town Center Roads project for June 2002. CONSIDERATIONS: Attached is the June 2002 montWy progress report for the Town Center Roads project. The project which includes the reconstruction and construction of Tuskawilla Road and Hickory Park Grove Boulevard is 24% complete. The trail crossing permit for the stormwater piping was submitted to Seminole County on 6/14. They must make a recommendation to OGT prior to receiving the permit. The completion date for Hickory Grove Road and Doran Drive is September 15th, A revised completion date for Tuskawilla Road will be provided. ATTACHMENTS: 1. Due to weather conditions, which have brought rains to the area (or the past 15 to 20 days, the contractor has not made noticeable progress in the grading and stabilization along Hickory Grove Road. The following items are items that are in progress: 1 llnklepaugh Surveying has drafted the locations and legal descriptions of the right- of-way and utility easements along the east side of Tuskawilla Road. This information has been provided to the Engineer. The Engineer is currently awaiting documentation from the Property owner approving the dedication of the right-of-way. 2 The location and description of the additional right-of-way along the west side of Tuskawilla Road at SR 434 has been submitted to the City and CPH. CPH drew the proposed dedication areas in based on the descriptions on the provided drawings. This drawing was compared to the current plans to confirm that the proposed ROW dedication matches the CPH plans. The AutoCad drawing did not match the proposed ROW locations along the west side of Tuskawilla Road and additional correspondence and conversations with Avid Engineering are ongoing to clarify the discrepancies. 3 The Florida Power .switch gear" location has been finalized and it is the Engineer's understanding that the location will pe inside the Winter Springs Town Center public site. Once the switch gear is in place, Florida Power will coordinate with Esterson Construction as to the relocation of the existing power utilities from the west side of Tuskawilla Road to the east side. Also, the Engineer is coordinating with the Power Company to determine the location of any additional conduits to be placed under the proposed road. 4 CPH Engineers has submitted an application for an easement along the east side of . Tuskawilla road at the State Land crossing. Based on recent conversations with the County and the State, CPH expects the application to be approved in the next five (5) to ten (10) working days. Once approved, the Contractor may begin construction of the gravity sewer and storm water collection system in this area. I Inc. MONTHLY PROGRESS REPORT July9, 2002 Kip Lockcuff, City of Winter Springs Kip, The following items reflect the current status of work completed for the above listed project: 1. The subcontractor has begun installation of the vinyl sheet pile and currently has installed approximately 80% of the sheets around the retention pond. Once the vinyl sheet pile wall has been installed and the tie-back system is in place, backfill will begin over the tie-backs and installation of the decorative block wall shall begin. As the 'Nail is constructed, the soil on the back side of the wall will be brought back up in lifts to the surrounding finished ground elevations. The Engineer has received a cost estimate for the fencing around the top of the block wall and is in the process of reviewing the costs for approval. 2. The stormwater collection system has been completed from the retention pond to Hickory Grove Park Road. The only portion of the stormwater collection systerTj:~yet to be completed is the installation of the 42" storm pipe from the storm manhole S1'9 into the retention pond and the installation of the 24" storm pipe from the existing system on the west end of the retention pond. The entire storm system still needs to be lamped and witnessed by the Engineer and the City. / 3. The contractor has completed installation of the sanitary sewer system from the lift station along the north side of the retention pond and to the south towards Hickory ~rove Park Road and including sanitary manhole NO.1. Final installation of the sanitary sewer manhole ring and covers and installation of the grout inside the manholes are still required. This system shall need to be video taped and presented to the Engineer for review and comment. The contractor has installed the force main from sanitary sewer manhole NO.1 south across S.R. 434. The force main still needs to be connected to the sewer pipe extending from manhole 1. 4. To date there have been two submittals for Change Orders. Based on the current redesign of the parking along Hickory Grove Park Road, there will be an additional Change Order for additional survey services required for staking out the new parking spaces as well as some additional earthwork and grading. Also, there will be a Change Order for new sanitary sewer manholes installed as part of the realignment of the gravity sanitary sewer system along Tuskawilla Road. SANFORD . ORLANDO . DELAND .
