HomeMy WebLinkAbout2002 04 22 Regular G Traffic Calming on Seneca Boulevard '-; "~ ~ COMMISSION AGENDA ITEM G CONSENT INFORMATIONAL .- PUBLIC HEARING REGULAR iX April 22, 2002 Meeting MGR V /DEPT Jff Authorization REQUEST: Public Works Department Presenting the Recommendations for Traffic Calming on Seneca Boulevard PURPOSE: The purpose of this Board item is to present the conceptual recommendations for traffic calming on Seneca Boulevard in response to the request from representatives of the Chelsea Woods Homeowners Association. CONSIDERATIONS: The City Commission directed staffat the January 14th City Commission to review the request from the Chelsea Woods HOA for traffic calming and bring back recommendations including funding alternatives. Staff retained the selvices of Mr. Ian Lockwood who is now working for a local consultant. Mr. Lockwood previously worked for the City of West Palm Beach and did the conceptual planning for the traffic calming improvements constructed on Edgemon Avenue, Sherry Avenue and Wade Street. Attached is the conceptual plan developed based on Mr. Lockwood's fieldwork and a meeting with two members of the Chelsea. Woods HOA board. A preliminary budget estimate of the cost for the improvements is $175,000 to $200,000. The Police Department has compiled speed and traffic data on Seneca Boulevard over the last few months utilizing the speed trailer. The 85th percentile speed has been consistently in the 27 to 28 miles per hour range and traffic volumes in. the 2,000 trips per day range. The speed limit is 25 mph. Staffhas sufficient "before" data to use as a base for comparison when traffic calming improvements are installed. This will allow us to report on the quantitative effectiveness of traffic calming if this project cqp1pleted. Other t ,. April 22, 2002 Regular Agenda Item G Page 2 quantitative components, which could be used in developing a policy, include accidents, pedestrian features and school proximity. However, any traffic policy developed should also include qualitative criteria that incorporate resident perceptions and quairty of life Issues. FUNDING: The estimated cost for this project is $175,000 to $200,000. No funding was included in the 1999 Construction Fund budget that funded the initial traffic calming efforts. However, we did include $500,000 in the One-Cent Sales Tax Renewal project list of which $100,000 for traffic calming was tentatively budgeted in 2003 and $100,000 in 2004. The One-Cent Sales Tax will likely have more funds available as specific projects are constructed and prioritized. RECOMMENDATION: It is recommended that the City Commission direct staff to continue to develop the plans for traffic calming on Seneca Boulevard that could be used as a pilot program to' create a policy for traffic calming using both quantitative and qualitative information. IMPLEMENTATION SCHEDULE: The next step in the process would be to meet with the Chelsea Woods residents overall to convey the proposed treatments. This could be done as a workshop if the City Commission wanted a more detailed discussion or a public meeting. Once a consensus was reached, a proposal for design would be brought back to the City Commission for consideration. ATTACHMENTS: 1.
