HomeMy WebLinkAbout2002 08 26 Regular C NEW 2003 Little League All Star Tournament COMMISSION AGENDA ITEM c CONSENT INFORMA TIONAL PUBLIC HEARING REGULAR X MGR. ~/DEPT r___. r ' Authorization 08/26/02 Meeting REQUEST: City Manager requests the City Commission to approve a strategy for making Central Winds Park available for the 2003 Little League All Star Tournament. PURPOSE: This agenda item is needed to adopt a strategy for making Central Winds Park available for the 2003 Little League All Star Tournament. CONSIDERA TIONS: . On July 22, 2002, Bill Ricard appeared before the City Commission requesting the Central Winds Park be made available for the 2003 Little League all-star Tournament. . As d~mon~trated on attachment "A", staff was opposed to this idea due to a level of resources to carry.out its normal maintenance functioning, additional maintenance required for this tournament, additional field preparation requirements associated with bringing the Parker Property on line for play by August l, 2003, and the amount of construction that would be going on at this time. . The Commission directed that the Parks and Recreation staff meet with the Little League Board of Directors and review the situation with them and to discuss putting the tournament off to 2004. . On August 2, 2002, Chuck Pula and his staff met with the board. After considerable discussions the board still supported an attempt to have the tournament in 2003 and agreed to providing funding assistance and manpower. . Based upon the Boards decision to try to go forward with the tournament in 2003, the Parks and Recreation staff met with the City Manager and worked out the following strategy that would make it possible for the tournament in 2003. 1. Employ Two New Maintenance Workers for the Parks Department beginning Aprill, 2003. This would require funding of 1 full time position since the two would be employed at the 1 mid point of this fiscal year. 2. All field preparation work previously anticipated to be performed by the Parks Department for bringing the Parker Property on line in 2003 would be rolled into the construction contract for expanding Central Winds Park, thus not requiring our staff. This work includes top dressing, weed control and pest control. 3. When the tournament is over and construction completed on the Parker Property, the two new maintenance workers would be fully committed to the on going maintenance of the expanded facility. 4. Little League will provide an additional $ 800.00 for materials associated with the Tournament and fund the level of police required for traffic and crowd control. 5. To the extent possible road construction in the park will be coordinated with the tournament. FUNDING: Funding for the Two New Park Maintenance Workers beginning at mid-year in the amount of approximately $ 25,000 will be provided from the General Fund in the 2003 budget. Little League will provide additional funds for materials and police needed for this tournament. RECOMMENDA TION: City Manager recommends approval of this plan described herein for making it possible to have the Little League all-star Tournament in 2003. No resources available for daily preparation & maintenance of fields during the tournament CENTRAL WINDS EXPANSION - PARKER PROPERTY DEVELOPMENT 1. No resources available to prepare & develop Parker property for required August 1st opening ATTACHMENT "B" ASSIGN DUTIES FOR PROPOSED TWO NEW MAINTENANCE WORKERS STAFF AT CENTRAL WINDS PARK Starting - April 2003 A. Intensive Field Maintenance and Equipment Training. B. Clean dugouts, pickup trash, empty trash and cleans trash receptacles. Drag and rake infields, chalk and paint ballfield and soccer fields, drag and rake warning tracks on softball and baseball fields all of these assignments are done daily. C. Mow ballfields, soccer fields, grass parking lots, and all common areas between fields a minimum of 3-times per week. Will also have to clean and grease mowers. D. Apply fertilizer, pull soil samples in April, first application in May, agai.n in June, Mid July, Mid August, Early September, and around the end of October, then preparation for overseeding begins in order to overseed by Mid-November. E. Aeration of fields in Early Spring, again in Late June to Mid July and throughout the playing seasons. The soccer goal mouth areas are to be done every two weeks as well as high traffic areas on the baseball fields. August through Mid October monthly, center field sections, goal mouths widths, and length of fields. F. Assist in irrigation system maintenance and repairs. G. Top dress fields and common areas. Applications to follow aeration's and overseeding. In high traffic and goal mouth areas top dressing will be done weekly from start of season throughout the playing season. H. Over-seed all fields and common areas including parking lot and Amphitheater in Mid November. I. Pest and weed control application to be done in Mid April to Mid May for control of crabgrass and broad leaf weeds. Again in late June if needed for broadleaf weed control. Mid July through September applications for insect control IPM practices are followed through the year with controls applied only as needed. J. Other field maintenance duties such as repair bases, edge turf, replenish clay and crimson stone, rotate till and add conditioner to clay, laser level clay infields and warning tracks, replace lamps in scoreboards, pressure clean concrete around fields and dug-outs are done during season, after season ends and before all tournaments and opening day ceremonies begin. K. These Two new positions will also assist in the final turf preparations of the Parker Property to assure that the turf is ready for play in August of 2003. After August these Two positions will be responsible for performing duties primarily on the Parker Property fields as well as assisting with the existing fields at Central Winds Park when needed.
