PURPOSE: The purpose of this Board item is to request authorization to Piggyback off of Seminole County contract (PS-590-01/BJC) for the S.R. 419/Moss Road intersection improvements including design, plan preparation, and permitting with PEC, Inc. at a cost of$36,503.00. CONSIDERA TIONS: The City Commission directed staff at the CIP workshop to make the addition of a left turn lane on S.R. 419 at Moss Road a high priority project. FDOT had previously indicated that this project did not meet their warrants for inclusion in the recently completed deceleration lane project. We are proposing to piggyback off of Seminole County's Minor Roadway contract (PS-590-01/BJC) with PEC, Inc. of Orlando. The scope of work includes surveying, subsurface sampling and field testing, intersection design, and permitting for the turn lane and intersection improvements at Moss Road and S.R. 419. Bidding Services and Post Design Services are not part of this request. The preliminary construction cost estimate is $210,000. FUNDING: The funding source for the design cost of$36,503.000 is from the consulting line code of the Transportation Impact Fee Fund - (140-53 180). The funds for this project will .. be expended over the next 120 days. , April 8, 2002 Consent Agenda Item A Page 2 RECOMMENDATION: It is recommended that authorization be given to Piggyback off of Seminole County contract (PS-590-0 l/BJC) for the S.R. 419/Moss Road intersection improvements including design, plan preparation, and permitting with PEC, Inc. at a cost of $36,503 .00 payable from the consulting services line code of the Transportation Impact Fee Fund - (140-53180). (pEC) is pleased to present this proposal for professional engineering design, analysis and permitting services for the State Road 419 / Moss Road intersection improvements project which consists of the addition of a westbound to southbound left turn lane on State Road 419. The terms of this proposal are consistent with our continuous Seminole County Minor Roadway and MSBU Design contract (PS-590-0l/BJC) terms and conditions, including manhours and hourly rates. PEC staff has a great deal of experience in similar projects throughout Central Florida. This experience includes the permitting process through the Florida Department of Transportation District 5 and Seminole County. SCOPE OF SERVICES Desit!n. Construction Plans Preparation and Permittinl! 1 Design topographic survey to include locating all improvements and utilities as evidenced by above ground featmes -or as -marked .by.the'de$-i.gnatcdutil-i.ty-companYTepn;;sentati.v~. . The coverage/limits of this survey will be sufficient to construct the proposed improvements. 2. Design right-of-way establ ished based on existing right-of-way maps and monumentation. 3. Execute a program of subsurface sampling and field testing. This includes perfor,ming auger bori ngs to a depth of 7 feet for the proposed turn lane widening.' 4. Visually classify and stratify representative soi I samples in the laboratory using the Unified Soil Classification System. 5. Prepare complete construction plans in accordance with the latest design standards, design manuals and policies adopted by FDOT and Seminole County as applicable, and in accordance with the City of Winter Springs criteria and preferences. 7. Perform utility coordination. The cost for relocation design of water mains, force mains or gravity sanitary sewer is not included in this proposal. Ifrequired, a separate proposal will be provided for approvaL 8. Submitthe construction plans to FDOT and Seminole County for review and approvaL SCHEDULE A one hundred twenty (120) day project schedule is anticipated to complete the construction drawings. This time is exclusive of any review time by FDOT and Seminole County.
