COMMISSION AGENDA ITEM B CONSENT INFORMA TIONAL X PUBLIC HEARING REGULAR AuguS~2002 Meeting MGR {'/ IDEPT / ~ Authorization REQUEST: Public Works Department Updating the City Commission on the Status of the Town Center Roads project. PURPOSE: The purpose of this agenda item is to update the City Commission on the progress of the Town Center Roads project for July 2002. CONSIDERA TIONS: Attached is the July 2002 monthly progress report for the Town Center Roads project as well as the updated contractors schedule. The project which includes the reconstruction and construction of Tuskawilla Road and Hickory Grove Boulevard is 33% complete. Hickory Grove Boulevard and Doran Drive are scheduled for completion September 13th. Completion of all the road work including street pavers is mid December. The streetscape and hardscape improvements are estimated to be completed in February 2003. The trail crossing permit for the stormwater piping and temporary road has been submitted to the State. The County is tentatively scheduling a resolution supporting the permit for August 26th. ATTACHMENTS: 1. July Report COMMISSION ACTION: . . . MONTHLY PROGRESS REPORT July 30, 2002 Kip Lockcuff, City of Winter Springs Kip, The following it~ms reflect the current status of work completed for the above listed project: 1. The subcontractor has begun installation of the vinyl sheet pile and currently has installed approximately 80% of the sheets around the retention pond. Once the vinyl sheet pile wall has been installed and the tie-back system is in place, backfill will begin over the tie-backs and installation of the decorative block wall shall begin. The projected date to begin installation of the block wall is August 12, 2002. 2. The stormwater collection system has been completed from the retention pond to Hickory Grove Park Road. The installation of the 42" storm pipe from the storm manhole S19 into the retention pond has been completed and the installation of the 24" storm pipe from the existing system on the west end of the retention pond is to be completed by August 2, 2002. The entire storm system still needs to be lamped and witnessed by the Engineer and the Citi 3. The contractor has completed installation of the sanitary sewer system from the lift station along the north side of the retention pond and to the south towards Hickory Grove Park Road and including sanitary manhole NO.1. Final installation of the sanitary sewer manhole ring and covers and installation of the grout inside the manholes has also been completed. This system shall need to be video taped and presented to the Engineer for review and comment. The contractor has installed the force main from sanitary sewer manhole No. 1 south across SR. 434. The force main has been connected to the sewer pipe extending from manhole 1. This force main needs to be pressure tested by contractor and witnessed by the City and Engineer. 4. To date there have been two submittals for Change Orders. Based on the current redesign of the parking along Hickory Grove Park Road, there will be an additional Change Order for additional survey services required for staking out the new parking spaces as well as some additional earthwork and grading. Also, there will be a Change Order for new sanitary sewer manholes installed as part of the realignment of the gravity sanitary sewer system along Tuskawilla Road. 5. The contractor has completed the installation of the road sub-base and approximately 80% of the sub-base for the revised parking spaces. A portion of the standard curbing and ribbon curb has also been installed. Due to weather conditions, which have brought SANFORD . ORLANDO . DELAND . PALM CITY . CAPE CORAL . JACKSONVILLE . PUERTO RICO . rains to the area for approximately 15 to 20 workdays, (6/17 - 7/23) the contractor has not made noticeable progress in the grading and stabilization al6ng Hickory Grove Road. The following items are items that are in progress: 1 Tinklepaugh Surveying has drafted the locations and legal descriptions of the right- of-way and utility easements along the east side of Tuskawilla Road. This information has been provided to the Engineer. The Engineer is currently awaiting documentation from the City that the Property owner approved the dedication of the right-of-way. 2 The location and description of the additional right-of-way along the west side of Tuskawilla Road at SR 434 has been submitted to the City and CPH. CPH drew the proposed dedication areas in based on the descriptions on the provided drawings. This drawing was compared to the current plans to confirm that the proposed ROW dedication matches the CPH plans. The AutoCad drawing did not match the proposed ROW locations along the west side of Tuskawilla Road and additional correspondence and conversations with Avid Engineering are ongoing to clarify the discrepancies and dedicate the necessary right-of-way. 3 The Florida Power "switch gear" location has been finalized and it is the Engineer's understanding that the location will be inside the Winter Springs Town Center Publix site. Once the switch gear is in place, Florida Power will coordinate with Esterson Construction as to the relocation of the existing power utilities from the west side of Tuskawilla Road to the east side. Also, the Engineer contacted with the Power Company to determine the location of any additional conduits to be placed under the proposed road. Florida Power is overseeing installation of their own conduits. . 4 CPH Engineers has submitted an application for an easement along the east side of Tuskawilla road at the State Land crossing. Based on recent conversations with the County and the State, CPH expects the application to receive preliminary approval from the State by August 2. Additional permitting information shall be sent from the State to the City for their review and re-submittal to the State with the application fee for final approval. Once approved, the Contractor may begin construction of the gravity sewer and storm water collection system in this area.
