COMMISSION AGENDA ITEM A CONSENT INFORMATIONAL X PUBLIC HEARING REGULAR 08/26/02 Meeting MGR. ~/DEPT /tf/ Authorization 01 REQUEST: Community Development Department is advising the City Commission of the status of various current plaHlning projects. PURPOSE: This agenda item is to update the Commission on the status of current planning projects. CONSIDERATION: A very Park - Construction continues. Belfaire(formerly Battle Ridge) - In May, all files and correspondence relating to the final engineering/subdivision plan and modification to the annexation and pre-development agreement were copied for Stenstrom, McIntosh, Colbert, Whigham and Simmons (the City of Oviedo's Attorney). Construction has been proceeding. A representative from both the Seminole County Planning Department and the Black Hammock citizens group inspected the approved plan and the First Addendum to the Annexation and Pre-development Agreement. Engle Homes is investigating the process for providing a sales trailer on-site. Fox Run Preliminary Subdivision Plan- On March 26, staff received the application and plans for preliminary subdivision of a 5-lot residential subdivision on 1.28 acres at the west end of Panama Circle. This item was reviewed at the April 2, 2002, DRC. Staff awaits a re- submittal. Garcia Driveway Re-locate. - Staff received an application from Manny Garcia to relocate a private drive/roadway from Tuscawilla Unit 5 onto an adjacent portion of Oak Forest Tract "A" that Mr. Garcia owns. The item was initially scheduled for the June 18, 2002, DRC, but was re-scheduled for the July 2, 2002, DRC. Staff received a partial response to the DRC comments and awaits a complete response. August 26, 2002 Information Item A Page 2 Highlands Apts., Phase II - The 42 unit apartment preliminary site plan was approved on April 22, 2002. The final engineering/site plan was scheduled on the August l2 City Commission agenda, but was not heard. It is continued on this agenda. JDC Calhoun - Construction continues. Buildings 9 and 11 are under construction. Buildings 13 and 14 are still in the permit stage. No solution for the Wendy's (Building No. 15) drive- thru access has been reached. Any modification of the approved site plan must be approved by the City Commission. Building 10 (Washington Mutual) received a special exception but has not submitted building plans. Miranda - Staff has conducted a pre-application conference with the applicant's engineer and awaits a site plan submittal. Nursery Road (Phil Reece) - Staff awaits a building plan submittal for the walls and engineering plans for the storm-water pond. Oak Forest Unit 7 (Triangular-shaped O.86.:Acre Tract between Oak Forest & Tuskawilla Office Park) Trees that the homeowners removed without a permit have not been replaced. Parkstone - Construction continues. Since the City Commission accepted those potable water and sewer improvements that were to be dedicated to the City, the applicant has requested that the performance bonds (guaranteeing their installation) for units 3 and 4 be returned. A letter was sent to the bonding company clarifying this and that the City is ready to return the bonds. SR 434 Retail(a.k.a. Villagio) - The FDOT conducted a meeting to discuss access alternatives. The applicant has submitted another site plan design, minus the connection to Stone Gable Circle, with two curb-cuts onto SR 434, and a median-cut to serve the project. The applicant has held a meeting with the homeowners to discuss potential ways to mitigate the effects of the project (08120/02 at 6:30 P.M.). The City Engineer and Current Planning Coordinator attended the meeting and answered homeowner questions about the City's requirements. SR 434 Roadway Improvements Project - No additional information. Torcaso Park Improvements- On March 27, staff received the final engineering/site plan for the City's Torcaso Park improvements. This item was reviewed at the April 2, 2002, DRC meeting. The City Engineer is working on plans for the park. Tuskawilla Office Park - Construction is proceeding. A proposed entry feature with signage was forwarded to Dover Kohl for review, but no solution has been attained. Tuskawilla Trails. - The preliminary subdivision plan (36 lots and a storm-water pond on 8.64 acres) was approved at the June 10, 2002, City Commission meeting. Staff received the final engineering plans, which are scheduled to be reviewed at the August 20, 2002, DRC. Wagner's Curve - The final subdivision plan was submitted May 24, 2002, and reviewed at the June 4, 2002, DRC meeting. Staff awaits a re-submittal of the final subdivision plans. August 26, 2002 Information Item A Page 3 Winter Springs Elementary. - A memo has been sent to the City Attorney requesting verification of the applicability of the City's sign and dumpster pad enclosure regulations on school sites. Board of Adjustment - The Board of Adjustment (BOA) met on August 1 to consider 2 rear- yard building setback requests. These requests are on this City Commission agenda.
