REQUEST: The Fire Department is requesting authorization to enter into contract with Advanced Data Processing (ADP) for emergency medical transport billing services. PURPOSE: The purpose ofthis Commission item is to request authorization to enter into contract with Advanced Data Processing (hereinafter "ADP") for emergency medical transport billing services, and to piggyback off of the Seminole County Fire/EMS service's contract with same terms and conditions. CONSIDERATIONS: Since October 12, 1998 the Winter Springs Fire Department, under the approval of the City Commission, has contracted with Medical Claims Processors Group, Inc (hereinafter "MCPG") for billing and collection services for the Fire Department Emergency Medical Transport System at a cost of3.82% of the total amount of billable collected. Over the past several years MCPG has consistently collected 60% of the billable amount and has provided this service to most departments in Orange and Seminole County. However, due to complicated reporting methods, untimely submission of patient bills, and primarily customer service related complaints, most of the fire departments that contracted with MCPG for their billing services have changed billing companies. Also on or about April 27, 2001, MCPG notified the Winter Springs Fire Department that due to a computer problem at MCPG, MCPG submitted erroneously coded billing statements to the Florida Agency for Health Care Administration, which resulted in Medicaid making overpayments to the City of Winter Springs. August 26, 2002 Consent Agenda Item A Page 2 Commission Agenda Item 0, dated for the June 10, 2002 meeting, authorized the City Manager to execute a Settlement Agreement with the State of Florida Attorney General's Office regarding Medicaid overpayments resulting in a settlement payment of$4,087.91. The City Attorneys office has been trying to collect MCPG's portion of the settlement agreement, as well as attorney's fees since this time. The Winter Springs Fire Department has received complaints from citizen because of bills received from MCPG that were a result of denied payment from insurance carriers due to delayed billing. As a result of MCPG not billing in a timely manner, the citizen was then responsible for the payment. Due to this customer service related issues and the inability for staff to communicate with MCPG in a cooperative spirit, the fire department had begun researching companies that could provide medical transport services with the cooperation of fire departments in Seminole County. Seminole County went out to public bid with a comprehensive scope of services and Advanced Data Processing was the successful bidder. ADP has agreed to convey the prices, terms, and conditions of their bid with Seminole County, to the City of Winter Springs, as outlined in the attached agreement that was prepared by the City Attorney's office. The attached agreement has been forwarded to ADP for execution and upon City Commission approval the City Manager will sign the agreement APD will be the City's billing agent for Medical Transport Services. Furthermore written notification will be provided to MCPG canceling their services for the City. FUNDING: Funding for this service is available in the Fire Department Medical Transport Services budget, Line Code - 170-53410, Contractual Services Cost. RECOMMENDATION: It is recommended that the City Commission give the City Manager authorization to enter into an agreement with Advanced Data Processing for billing and collection services.
