HomeMy WebLinkAbout2002 09 09 Regular M Permissable Finish Materials for Signs COMMISSION AGENDA ITEM M Consent Information Public Hearine Regular X September 9. 2002 Meeting MGR. ~ept. /4-' REQUEST: The Community Development Department requests that the City Commission, in its capacity as the DRC for issues in the Town Center, consider a request of the Thomas Sign and Awning Company to interpret "pan-formed" acrysteel sign faces, surrounded by aluminum to be permissible finish materials for signs within the Town Center. PURPOSE: The purpose of this agenda item is for the City Commission, acting in its capacity as the DRC, to determine/interpret "pan-formed" acrysteel sign faces, surrounded by aluminum to be permissible finish materials for signs within the Town Center, due to an apparent over-sight in writing the code text (but not in the graphic examples depicted in the sign section). CONSIDERATIONS: The staff contacted Dover Kohl and Partners requesting clarification of what appears to be a mere over-sight in the Town Center Code. James Dougherty, of Dover Kohl and Partners, responded that the request is consistent with the intent of the Town Center code and that the DRC (City Commission) could allow this particular finish material without requiring it to be added to the permitted finish materials list. He recommended that this finish material be added to the Town Center code during a periodic update. All signs are subject to the discretionary aesthetic appropriateness review by the DRC in order that signs are consistent with and in harmony with the Winter Springs Town Center. The DRC is to use the graphics as non-binding guidelines to determine the appropriateness on a case by case basis (Subsection 20 - 327 (f) (1). 1 September 9,2002 Regular Item M Page 2 APPLICABLE LAW AND PUBLIC POLICY: Section 20 - 320. Intent. Section 20 - 327. Architectural Guidelines. FINDINGS: 1. The City's Town Center consultant, Dover Kohl and Partners, states that the request seems consistent with the Town Center signage regulations. 2. Dover, Kohl and Partners further states that the City Commission, in its capacity as DRC, should have the authority to allow the particular finish material without immediately amending the code. RECOMMENDATIONS: The staffDRC recommends that the City Commission, in its capacity as the DRC, determine that the proposed sign finish materials are in harmony with the spirit ofthe Winter Springs Town Center and are therefore acceptable. The page containing the Site Plan shows the frontage road/curb cut configuration. There are 2 right-in, right-out curb cuts shown onto S.R. 434, facilitating circulation both to the frontage road, and to the parking at the rear of the building. Regarding the Publix sign: The sign, as you described it, seems to be in keeping with the intent of the Town Center District Code signage regulations. The DRC should therefore be able to use its authority to allow the particular material in question, without necessarily requiring the material to be added to the permitted materials list first.
