Authorization REQUEST: The Commlmity Development Department-Code Enforcement Division requests the City Commission considers infonnation regarding the Tree Bank. PURPOSE: The purpose of this agenda item is to request the City Commission considers information regarding the Tree Bank. APPLICABLE LAW AND PUBLIC POLICY: In Chapter 5 of the Code of Winter Springs, an option is provided that allows the monetary contribution to the Tree Bank in lieu of actual tree replacement. These funds are to used to augment and maintain the city forest. CONSIDERA TIONS: The current balance in the Tree Bank is $29,525,50. These funds are the result of contributions from residents and developers that removed living trees from private property, but were either unable to replant on site, or did not want to replant on site. The funds "carry over" from budget year to budget year. MARCH 25, 2002 AGENDA ITEM F Page 2 Over the past 2 years we have used some of these funds to finance different projects. These projects include; Oak Hollow Park-trees and plants were used to line the pedestrian walkway between Winding Hollow and Oak Forest subdivisions. 51 plants Chelsea Woods- Trees were planted to buffer homes from the perk ponds and the Expressway. Funds were also used to replace some city trees that had died. The residents will maintain these trees. 25 plants Town Center Grand Opening- a tree was donated to the Town Center to celebrate Florida Arbor Day. I plants Davenport Glen Subdivision- Trees were planted on the rights-of-ways and will be maintained by the residents. 45 plants Southern Pine Beetle- Funds were used to help cover the cost of removing several pine trees from rights-of-ways along Stoner Road that were infested with Southern Pine Beetle. Public Works Department was not able to cover the total cost of this unforeseen expense. $1,748.98 Trotwood Park- Plantings were done around the ball cages and the tennis courts. 37 plants Water Treatment Plant- Trees were installed along the wall near the water treatment plant on Northern Way. 25 plants Carrington Woods- Trees were planted along Northern Way and are being maintained by the residents of Carrington Woods. 43 plants Fire Station at Moss Rd.- cooperative effort between the City and a Boy Scout group to landscape, install and maintain a planting bed at the fire station. Plants were donated by the Scouts MARCH 25, 2002 AGENDA ITEM F Page 3 Central Winds Park- Trees were planted near the ball park parking areas to replace some undesirable pine trees. Other tree plantings in the park have been made. 45 plants Hayes Road- Appropriate trees and shrubs were used to replace unsuitable large trees that were planted under existing utility lines. These trees had been extensively pruned which resulted in failure of the large limbs. The trees became a hazard to residents walking or driving by the area. 94 plants Police Department- Trees were installed along the retention area. 18 plants STAFF RECOMMENDATION: None required.
