HomeMy WebLinkAbout2002 03 25 Informational E Purchase Emergency Medical Equipment COMMISSION AGENDA ITEM E CONSENT INFORMATIONAL X PUBLIC HEARING REGULAR March 25, 2002 Meeting MGR (l--/DEPT .j fJ j- Authorization REQUEST: The Fire Department is informing the City Commission of receipt of grant funds to be used to purchase emergency medical equipment. PURPOSE: The purpose of this Commission item is to inform the Commission that a grant for $30,000 has been received from a local foundation with the sole purpose to purchase emergency medical equipment. CONSIDERATIONS: A trust fund was originated on behalf of a Winter Springs citizen who recently passed away. The Joseph G. Markoly foundation was created for the purpose of enhancing the quality of medical care for the Central Florida Area. The foundation has funded many projects, one being the recent addition of AEDs (automatic external defibrillator) at the Orlando International Airport. The trust fund executor felt the need for funding to be used to enhance EMS, and the patients we care for in the City of Winter Springs, specifically for the purchase of equipment for a total of $30,000. This money would be used to purchase three (3) "LiteLift" pneumatic patient stretchers to be used in each of our rescues for patient transport, and one (1) "demonstrator" "Codemaster" cardiac monitor/defibrillator. The stretcher is a new product that was designed to lift a patient, up to 400 pounds, using air pressure, which will greatly diminish the possibility of lift-related back injuries common in the fire service. It will also, when needed, provide a cushion of air that the patient, riding in the back of the rescue/ambulance, will benefit from. The cardiac monitor/defibrillator, the same as we use now, will be used as a back-up piece of equipment that could also be used for training purposes, so that less equipment needs to be taken off of the rescue vehicle during that training. Informational Agenda Item E March 25, 2002 Page 2 FUNDING: The funds will be deposited in the Medical Transport Fund and will be made available to purchase the described equipment in the Other Equipment Line Code in Fund 170- 54610. RECOMMENDATION: For informational purposes only no action required. IMPLEMENTATION SCHEDULE: Funds were deposited upon receipt and equipment will be purchased in the next 90 days. ATTACHMENTS: A. Markoly Foundation has approved a grant for the Winter Springs EMS Department of $30,000.00. A check in this amount has been enclosed. These funds are to be applied to a Paramedic Cardiac Monitor, three stretchers and other departmental equipment you deem necessary. Please make note of the following conditions of this grant: 1. Grant funds and income earned thereon may be expended only for the purposes outlined in this award letter. No substantial variance may be made without prior written approval from the Joseph G. Markoly Foundation. 2. Any grant funds or income eamed, which is not expended or committed as stipulated in this letter, must be retumed to the Joseph G. Markoly Foundation. 3. A brief Markoly Foundation Grant Report will be forwarded to you prior to the end of the 2002 calendar year. This report will require information on how the funds awarded to the Grantee have been utilized or otherwise committed. 4. The Joseph G. Markoly Foundation reserves the right to request an audit of the allocation made for each program award. The Grantee will be given reasonable notice in writing of an audit request. 5. Endorsement of the enclosed grant check implies acceptance by the Grantee of all afo rementioned conditions.
