JV" /DEPT /~ Authorization REQUEST: Public Works Department is advising the City Commission of the status of various Capital Improvement Projects PURPOSE: This agenda item is to update the Commission on the status of current Capital Improvement projects. CONSIDERA TION: TRAFFICITRANSPORTATION IMPROVEMENT SR 434 Improvements (Village Walk) - Mast arm foundations are pour except for the NE corner of Sheoah Blvd. Irrigation has been installed in all median. Irrigation contractor is installing mainline from SR 419 to Moss Road. Traffic signal loops have been installed at all SR 434 lanes with side streets to be installed the week of June 20th. (6/21/05) SR 434 Town Center Corridor Analysis - Staff and Glatting Jackson representatives met with FDOT on 6/13 to review 434 classification and present report. FDOT was receptive to changing to Class 5 which is an urban designation, however, they would not support a Class 7 designation which would allow more signals. Concerns about the more signals stopping 434 traffic for just a couple of side street cars and the that the warrants would be marginal. Class 5 would allow an additional signal east of Tuskawilla Road and the approved signal at Doran Drive. Intermediate median openings are directional under this designation. FDOT to review the report (6/27/2005) SR 434/ Doran Drive Traffic Signal - This is a joint design project with CPH Engineers and PEC, Inc. The project involves installation of a traffic signal at Doran Drive and SR 434. The City HalllTuskawilla Trails median opening will be required to be changed to a directional only to get signalization at Doran Drive. Permit applications have been approved by FDOT. Project was advertised for bid on August 15 with the bid opening on September 15. Two bids were received. Bids were rejected as they both came in higher than the amount budgeted. Decision was made to investigate piggybacking off the Seminole County Contract for the signal installation and investigate doing the same for the road construction. The stamped asphalt will be made an alternate bid. FDOT disapproved staff application to install colored pavers or colored concrete for the crosswalks. The commission approved the contract for the installation of the traffic signal on November 22, 2004. Staff is in discussion with the lowest bidder under the Seminole County Contract regarding night work with the stamped asphalt and MOT. Notice of Award mailed to Traffic Control Devices week of February 7th. Awaiting utility easement from the Jesup's June 27, 2005 Information Item 302 Page 2 Reserve project before issuing the Notice to Proceed for the road work. Based upon the findings of the traffic study performed by Glatting Jackson (Walter Kulash), the City will be requesting FOOT to retain the full access at City Hall. A tentative meeting with FDOT to discuss retaining full access at City Hall is set for June 13th. The signed easement agreement has been received. Final design of the intersection from Jesup's Reserve is pending review and submittal to FDOT for intersection modifications. ( 6/20/05) SR 419/ Moss Road Turn Lane - Construction is complete, requirements for transfer of the funds from FDOT pending receipt of certified as-built plans from contractor. As-built plans received and have been forwarded to FDOT for direction regarding approximately 150 feet where a portion of the required super elevated curve of7.5% is sub standard at 3.5 to 4% slope. (5/1l/05) Cross Seminole Trail North (Wade Street to Town Gardena Avenue) - Construction continues by Schuller Contractors, Inc of Orlando on this $1,589,000.00 project. The proposed construction limit for the 3.5 miles of paved trail is from Gee Creek (500 feet east of Wade Street) to approximately 500 east of Magnolia Park and from the SR 434 trail bridge to Gardena Avenue. The portion of the trail in the middle of the Schrimsher property impacted by the eagles nest is not included in the project. County staff hopes to perform this work as part of this contract. Sidewalk closure at Parkstone for the installation of new stormdrain pipe is ongoing. Concrete pads for the hardscape features are complete. All paving is complete with concrete work at road crossings to begin the week of 20 June. Bridge work continues. (6/20/05) Pedestrian Bridge - (ross Seminole Trail- Construction complete. (4/18/05) Cross Seminole Trail Connector (Wade Street to Wekiva Trail) - Staff is working with County staff on evaluating the wetlands along the preferred route. The City Manager and Mayor are working with Rep. Mealor on state and/or federal funding for this alternative. The wetlands have been flagged and staff met with Seminole County and the consultant on May 25th with another meeting scheduled June 23rd SJWMD to discuss mitigation requirements before proceeding. (6/20/05) Magnolia Park Phase II - Phase II of Magnolia Park consists of the construction of the Amphitheater with restrooms and drinking fountains to act as a trail head for the Cross Seminole Trail and an inter active water feature in this 0.67::1: acres. Starmer Ranaldi Planning and Architecture, Inc (SRI) was approved by the Commission on January 10, 2005, for the architectural services. CPH Engineers, Inc has been authorized by the Commission under Amendment 78 on June 9, 2003, for services related to the landscape and hardscape design in conjunction with SRI. Both SRI and CPH Engineers are currently developing the plans for the construction of Magnolia Park Phase II. Progress meeting held on May 2nd to review CPH drawings and coordinate with SRI. (5/11/05) Blumberg Boulevard Trail - The Blumberg Boulevard Trail consist of the construction of the trail with amenities from Magnolia Park to the intersection of Blumberg Boulevard and Doran Drive. The trail will have stone pavers with sitting arboretum and proposed sculpture gardens, to include the Rotary Club sponsored Veterans Memorial. Additional right of way has been requested from the Leerdam property and they will be submitting a conceptual site plan to the City Commission. Final Plan review will incorporate their proposed site plan.(4/18/05) Winter ,~prings Boulevard Reconstruction - Preliminary report was presented to the City Commission on April 11th. Staff is evaluating the costs of all projects in the One Cent Sales Tax to develop a schedule. Received initial cost estimate for reconstruction at 2.4 million dollars. (4/18/05) UTILITY Utility/Public Works Compound - Design is 90% complete. Plan review process ongoing. FDEP and Corps of Engineers permit application submitted and comments received. Re-submittal for staff review pending. FDEP has approved the mitigation plan portion of the permit application. The cost of wetland mitigation for eight acres is $69,000.00. (5/11/05) Well #4 - Sunshine Building and Development is contractor for this project. Both the first well and test well were grouted as of 4/7/2005. Well has been drilled to a depth of 350 feet. Samples have been submitted with results indicating adequate quality of the water. Consultant recommends proceeding with development of the well. Development to begin 6/27. (6/20/05) Reclaimed Water Augmentation - Draft report received 4/5/05 under review. (4/18/05) Tuskawilla Road Stormwater Improvements - The scope of this project to install two 24" storm pipes and fill the existing ditches along with a strainer/ trash collection box with spreader swale to improve the quality of run off entering Lake Jesup from Tuskawilla Road North of St. Johns Landing and Orange Avenue. The contract was awarded to Sunshine Building and Development with a pre-construction meeting held on June 16th. (6/20/05) PARKS and RECREATION Central Winds Parkway Stormwater Piping - Project complete. (6/20/05) Central Winds Park Expansion Contract C - Irrigation - System is complete with punchlist being developed. (4/18/05) PUBLIC BUILDINGS City Hall Expansion - The concept design of the expansIOn of City Hall was approved by the Commission on February 28, 2005. Starmer Ranaldi Planning and Architecture, Inc (SRI) will be providing the design of this 4,600 square foot addition to City Hall in the northwest corner of the City Hall building. Progress meeting held on April 18. New layout proposed to address issues raised by staff which will require Commission approval when finalized. (4/18/05) COMMISSION ACTION:
