IDept. ?1d ;l- REQUEST: The Community Development Department (CDD) requests the City Commission review and approve the Ranking List of Homeowners for the Home Again Program. The CDD also requests the City Commission consider the requests of Meridian Community Services Group, Inc (Meridian) to appoint a local representative for the Home Again Program and to set a not to exceed amount for change orders without commission approval. PURPOSE: The purpose of this agenda item is to request City Commission consideration and action on several items that are necessary to be in compliance with the requirements of the Home Again Program. Those items are the appointment of a local representative, the establishment of a not-to-exceed amount for change orders without Commission approval, and the review and approval of the Applicant Ranking List. CONSIDERATIONS: The City of Winter Springs sought applicants to participate in the Home Again Program through the Florida Housing Finance Corporation (FHFC) to assist homeowners with repairs necessitated due to the hurricanes of 2004. This program is designed to perform general code-related repairs and improvements or replacement of housing, if necessary, for low and low to moderate income homeowners. These items can include roofs, heating systems, plumbing, electrical and other code related housing systems. Reimbursements for repairs already completed are not eligible for assistance. The City of Winter Springs has been awarded $300,000 to assist a limited number of homeowners and all activities are subject to the availability of funds. Any assistance for real property damage received from homeowner's insurance or FEMA must be applied to the repairs or replacement of the home before any grant funds can be applied. All applicants must be residents of Winter Springs and must meet certain established eligibility requirements in order to participate in the Home Again Program. June 27, 2005 Regular Item 50 1 Page 2 RECOMMENDA TION: Staff recommends the City Commission review and approve the Homeowner Ranking List; that the City Commission appoint a local representative to conduct various functions during the course ofthe program; and that the City Commission set a not-to-exceed amount for change orders that can be processed without City Commission approval. Applicant Ranking List CITY COMMISSION ACTION: (C) MERIDIAN ATTACHMENT A MEMORANDUM TO: Winter Springs City Commission FROM: Calvin Knowles Dire~tor of Community Development Meridian Community Services Group SUBJECT: FHF(:, HOME Again Program DATE: June 14, 2005 In order to begin work on the HOME Again Program, several items need to be approved by the Commission to be in compliance with program requirements. We have advertised, received and ranked homeowner applications. There are also other items listed below for your consideration. LOCAL REPRESENT A TIVE The Housing Assistance Plan requires you to appoint a local representative to conduct various functions during the course of the program. These functions include approving change orders, signing the Deferred Payment Loan Agreement, inspection of houses (after construction), and other items that may need to be done. The person can be anyone you prefer, but should be someone knowledgeable about construction, and readily available to spend approximately 30 minutes to 60 minutes per day, one to two days a week. Recommended Action: Motion to appoint the City Manager as your local government representa~ive. CHANGE 9RDERS During the construction process, unexpected items will be discovered that were not found during the initial inspection due to various reasons. By rule, change orders addressed by HOME Again funds must be code- related requirements, not wish list items wanted by the homeowners. In order to streamline the construction process and not unnecessarily delay the completion of the houses, change orders can be approved by the appointed representative up to a designated amount. The commission sets the amount and any change orders over this designated amount would require commission approval. Recommended Action: Motion to set the not to exceed amount for change orders at $5,000 without commission approval. APPLICANT RANKING LIST We advertised for homeowners and received applications. These applications were ranked according to the approved ranking criteria adopted in the Housing Assistance Plan and Program Design element of the HOME Again Application. The inclusion of any applicant on the list does not obligate the expenditure of funds. The applicant will be required to meet all program guidelines for ownership, income and other program requirements. The houses will also have to meet program requirements as well. Recommended Action: Motion to approve the Ranking List of Homeowners. According to the Program Design element of Winter Spring's HOME Again application, in the event of a tie a lottery system should be devised. In accordance \vith these rules a drawing was held on June 9, 2005 at City Hall in Winter Springs, FI. The drawing was held by Randy Stevenson, the Community Development Director of Winter Springs, and Sarah Ridley, Program Assistant at Meridian Community Services Group.
