REQUEST:
Community Development Department requesting the City Commission consider and approve a revised
final engineering/site plan for a 4,800 square foot transmission shop on 0.95 acre along U.S. 17 - 92,
north of Boat Lake and south of Shepard Road (more specifically, just north of Cycle Riders and a group
of small businesses, including Brucato's Window Tinting, Kids Furniture Gallery, Boxes to Go, and a
print shop - the site is immediately south of Five Points Motors).
PURPOSE:
The purpose of this Agenda Item is to request that the City Commission approve a revised final
engineering/site plan for Apex Transmission on this 0.95-acre site. The plan has been modified from
what was approved on October 25,2004, to reflect a proposed division of the existing 1.58 acre Wallace
property.

CONSIDERATIONS:
Site - The presently vacant wooded site along the east side of US 17-92 is located within a corridor
consisting largely of highway commercial type uses, although there is also a church within close
proximity - on the opposite side of 17-92. The site has a Commercial Future Land Use designation and
C-2 zoning. There are no wetland, floodplain, specimen tree, or listed species issues associated with this
site. The survey depicts two (2) invasive Chinaberry trees, which must be removed or exterminated
during site development. A 20 foot wide cross-access easement (as required by the Comprehensive
Plan) is proposed to allow eventual connection of the properties to the north and south as they redevelop.
The cross-access easement must be recorded before a certificate of occupancy is issued for the building.
A monument sign is depicted in the cross-access easement. The applicant should consider that, when the
property to the north redevelops, this sign must be relocated at the owner's expense.

Revision - The property owners, Ronald & Leigh Wallace, wish to divide the property. Indeed, a
final subdivision plat is presently being reviewed by the City's surveying consultant. Revisions to the
site plan reflect providing access to the rear portion of the existing 1.58 acre property. This includes
reconfiguration of the pond, moving the dumpster pad enclosure, providing 9 paved parking spaces and
3 gravel parking spaces in lieu of 12 paved parking spaces, and providing a cross-access easement to the
rear portion of the site. The 4,800 square foot building and the monument sign are still located as
proposed on the plans that were approved on October 25, 2004.
FINDINGS:
1. The proposed revised final engineering/site plan is consistent with the City's Comprehensive Plan and
Code of Ordinances.
RECOMMENDATION:
Staff recommends that the City Commission approve the attached revised final engineering/site plans.
