HomeMy WebLinkAbout2006 07 24 Informational 507 Warranty Replacement of Diseased Magnolia Trees and Plant Material ADD-ON COMMISSION AGENDA ITEM 507 ADD-ON Informational X July 24, 2006 Regular Meeting Mgr. / Dept Authorization REQUEST: The Community Development Department, Urban Beautification Services Division, updating the City Commission on the status of warranty replacement of the diseased magnolia trees and plant material located in the SR 434 Village Walk Project area. NOTE: This item is being submitted as an Add On because, in response to the City Commission's request, Staff wanted to provide the Commission with the latest available information on the status of the diseased Magnolia trees along Village Walk. The County provided that updated information after the deadline for agenda items. PURPOSE: The purpose of this item is to provide the City Commission with information regarding the current status of warranty tree and plant replacements scheduled by Seminole County for the SR 434 Village Walk Project. CONSIDERATIONS: In mid April 2006, City Staff began to notice several Magnolia trees that were installed as part of the Seminole County SR 434 Access Management Project (Village Walk) were beginning to show signs of stress. Soil samples were extracted and sent to the Agriculture Extension Center for analysis, with P.H. results coming back as acceptable. In May 2006, field inspections by City Staff and TruGreen revealed the Magnolias were infected with Tulip Tree Scale (likely infected before installation) and Pythium Root Rot (due to being installed below grade). The City's landscape contractor immediately treated visible scale infestations on the magnolias with an insecticide. On June 6, 2006, Staff contacted Seminole County again regarding pending warranty shrub replacements within the project and requested the Magnolia trees also be replaced under the (2) year warranty. Seminole County agreed the contractor, AP AC, would be required by contract to do the replacements or action may be taken against the landscape bond for the project. In mid-June, City Staff created an inventory of landscaping that had perished and ordered (2) chemical treatments from TruGreen in an attempt to arrest the development of scale and root rot infestations on magnolias installed by Vila & Sons. Seminole County has recently informed the City that on July 19, 2006 Vila & Sons was scheduled to field verify the trees and has verbally agreed to do the plant replacements requested by the City. Seminole County has also notified the City that final payment on the job will not be made to the contractor until warranty replacements are completed. If warranty replacements are not made to the City's satisfaction, the appropriate amount will be withheld from the contractor's final payment for the job and used to replace plant materials in the Village Walk area that have perished.
