REQUEST: Community Development Department is advising the City Commission of the
status of the use of temporary emergency protective roof covers (blue tarps) as a result of the
hurricanes of 2004.
PURPOSE: This agenda item is to provide current information to the Commission related
to the continuing use of blue tarps on homes that were damaged as a result of the hurricanes of
2004.
CONSIDERATION:
The Building Department is aware of the prolonged use of the temporary
protective roof covers (Blue Tarps) and at the moment our division is researching
the causes of the continued use of these covers on the roofs. There are many
issues and conditions that delay the repair of damaged roofs. Some of these
conditions are as follows:
after the hurricanes many of these covers were installed throughout the City
by the building owners or the citizens for emergency protection of their
property
Some tarps may be installed at later dates as the roof fInishes develop leaks
caused by deterioration.
After the hurricanes there was a shortage of licensed roof installers and
demand placed many of our citizens throughout the state of Florida on a
waiting list.
There are some feed back from customers that insurance companies are slow
in settling claims and many may be in litigation
Some building owners may have had monetary settled with insurance for
their roof damages and because of the backlog and shortage of contractors

and cost of materials and labor, the building owner may have a hardship
coming up with the additional inflated cost to repair or replace their roof.
A look at the permit contracts reveal that pre-hurricane price for re-roof
asphalt shingles ranged from $100.00 to $125.00 per square (IO'XIO') and
post-hurricane the price was $225.00 to $250.00 per square.
o 40 squares X $100.00 = $4,000.00 price before the hurricane
o 40 squares X $250.00 = $10,000.00 price after the hurricane.
Please note that staff does not recommend at this time a policy which promotes a
time limit for the use of temporary roof damage protection (Tarps or other
methods).
RECOMMENDATION: Staff recommends that the Commission accept this information
as a description of the current status of the use of the blue tarps within the City. Staff does not
recommend any time limits for the use of the blue tarps because the reasons for their continued
use are widely varied and most, if not all current situations of continued use, still represent a
hardship to the home owner. Staff will continue to monitor the use of the blue tarps to ensure
that the current usage of these tarps still constitute on-going home protection and have not
become a derelict situation.
