ATTENDEES Mayor Russ Hauck, Altamonte Springs (late arrival) Commissioner Jon Batman, Altamonte Springs Mayor Bob Goff, Casselberry Commissioner Susan Doerner, Casselberry Mayor Thom Greene, Lake Mary (late arrival) Commissioner Mike Mclean, lake Mary Mayor Butch Bundy, Longwood Commissioner Brian Sackett, Longwood Councilman Todd Russell, Oviedo Mayor Linda Kuhn, Sanford Commissioner Kevin Hipes, Sanford Mayor John Bush, Winter Springs Chairman Carlton Henley, Seminole County Commissioner Randy Morris, Seminole County ABSENT Mayor Tom Walters, Oviedo Commissioner Don Gilmore, Winter Springs Meeting was called to order by Chairman Carlton Henley at 3:05 pm. He stated this joint meeting between elected representatives of the various municipalities is to begin to study areas where cooperation may provide more efficient service and/or savings to the tax payers. APPROVAL OF MINUTES FROM APRIL 27TH MEETING Members introduced themselves. Minutes of the April 2ih meeting were accepted as presented by the Mayors who attended that meeting. REVIEW AND SELECTION OF NOMINEES FROM CHAMBERS OF COMMERCE, PBAS AND CITY OF WINTER SPRINGS Chairman Henley stated that to move forward with the composition of the committee, it was agreed upon that not only would the Mayor and one elected official from each city as well as the Chairman and a Commissioner from Seminole County serve, the committee would select one representative each from the Casselberry, Oviedo and Sanford Chambers of Commerce and two representatives from the Seminole/lake Mary Chamber of Commerce. Additionally one representative each from the PBAS and the business community from the City of Winter Springs would be appointed. Each group was asked to provide three names to the committee taking into consideration various expertise to represent a cross section of the county. Chairman Henley reviewed the names and backgrounds for all nominees submitted thus far. Commissioner Morris nominated Steve Glazier to serve as the Winter Springs business representative, seconded by Commissioner McLean. Passed unanimously. Mayor Bush will contact Mr. Glazier. 1 Commissioner McLean nominated Bruce Provonost, Mayor Goff nominated John Horan, Mayor Bush nominated Marty Chan for the representative from PBAS. It was decided to do a written ballot with each member voting for one and signing their ballot. Kevin Grace, County Manager, tabulated the ballots with Marty Chan receiving 7 votes, John Horan received 5 votes, and Bruce Provonost received 2. Marty Chan will serve as the PBAS representative. Mayor Bundy nominated David Gierach as the representative from the Sanford Chamber, Councilman Russell seconded. Mr. Gierach was appointed unanimously to serve as the Sanford Chamber representative. The vacant positions from the Casselberry, Oviedo and Lake Mary Chambers will be presented at the next meeting. Commissioner Morris stated that in speaking with potential nominees, it should be brought out that nominees should not have any issues pending before any of the municipalities. Chairman Henley added that people asked to serve are not there to represent a particular municipality, but rather the committee is looking for the expertise that would serve as a catalyst for open discussion. They should not come on the committee with any preconceived idea of territorialism. REVIEW AREAS OF EXISITING COOPERATION Chairman Henley stated at the last meeting it was determined a good starting point for discussion would be to see what areas of cooperation currently exist between the cities and the County. In reviewing the list it is amazing as to the number of ways that cooperation exists for the benefit of citizens, from the stand point of credibility and trust, there are many good examples. Chairman Henley reviewed the Summary of Collaborative Efforts included in the agenda packet. Commissioner Morris stated that the County has CRA partnerships with both Sanford and Casselberry, has also sponsored for Sanford the Riverwalk on the Metro Plan Orlando five year plan as well as the SR 434 Rehab project in Winter Springs, and has a major partnership with the Sanford Airport in economic development. Chairman Henley replied this list is not complete and asked each city for input. Winter Springs - Mayor Bush stated they appreciate cooperation by the County on the realignment of the trail and the contribution to the holiday activities with the Orlando Philharmonic orchestra. Oviedo - Councilman Russell stated the County has helped tremendously with parks, trails, assistance in establishing an economic development program and providing mass transit. Longwood - Mayor Bundy stated in the economic development area the County just entered into an agreement for Sears Home Improvement National Headquarters. The County has also contributed over $1.5 million in CDBG funds for an aggressive street paving program over a four year period. Chairman Henley interjected that although one city may compare what the County is doing to another it is important to remember the purpose is to be responsible to all citizens. Seminole County is the county that it is because of the cooperation that exists between the cities and the 2 County. Additionally hundreds of people volunteer their time and effort on various committees for each municipality that saves the tax payers a tremendous amount of money. Lake Mary - Mayor Greene stated the County has partnered with the city on their economic incentive program assisting with attracting businesses. The County had the vision to create the Rinehart Road trail which the city has refined and developed. Commissioner McLean added that the city has a program called "Be a Trail Blazer" which is a cooperative effort between the city, the local Chamber of Commerce, interested citizens and Seminole County. He added the pedestrian overpass on Lake Mary Boulevard and the planned overpass on Rinehart Road are two additional examples of working together. Casselberry - Mayor Goff stated looking at the subject of collaborative efforts do not leave out the Constitutional Offices. There is a tremendous amount of work done by these offices that none of the cities could accomplish without the funding efforts of County. Chairman Henley again stated that this list is not complete and those offices will be added. Commissioner Doerner added the CRA process in the Fern Park and Casselberry areas has been a benefit to the entire county. Altamonte Springs - Mayor Hauck stated this is a good starting list. BEGIN DISCUSSION OF AREAS OF REVIEW FOR STUDY Chairman Henley referred to the list included in the minutes which was categorized by the mayors at the last meeting. He reminded that many of these items may be applicable to the entire county but there may be some items that are specific to a city. The following are areas of concern for each of the cities: Winter Springs - Mayor Bush began by stating that the Winter Springs Commission is very much in favor of improvements to the County-wide library system and particularly a library in the city. Winter Springs has begun discussions with the County to partner with Oviedo regarding Jetta Point and with Longwood regarding Soldier's Creek Park. He is particularly interested in information technology and standardizing some of the data bases the County and cities operate to exchange information. Oviedo - Councilman Russell stated the Council has had limited discussions on these issues, but libraries is a top concern along with Jetta Point. They too share an interest to be a great neighbor. Information technology providing the same services and information across the county and public works transportation were other areas of concern. Longwood - Mayor Bundy stated for some time commuter rail has been discussed at various meeting and committees. Congressman Mica is working hard to get federal dollars but there will be some requirements such as ground transportation and parking facilities from the cities that are along the route. Another issue that affects the whole county is stormwater. Sanford - Mayor Kuhn stated Sanford has not had the opportunity to discuss this list, but stormwater is an extremely critical issue. She is pleased that Davie Gierach has been appointed as he has expertise in addressing this issue. 3 Lake Mary - Mayor Greene stated parks and recreation is a major concern as the city is running out of space and they have approached Sanford for additional joint use space. He agrees with Mayor Bush that the library situation needs to be looked at and dealt with. Additionally he would like to see some discussion regarding a pool at the Lake Mary High School. He continued that the stormwater issue has prevented them from moving forward on developing the downtown area - there is no sewer and the ability to provide retention would be a joint effort with the County. Commissioner McLean reiterated that parks and recreation is critical to the city. The library system needs to be looked at. SCC has discussed using state match monies to locate a library on their campus. Casselberry - Mayor Goff stated Casselberry has not had formal discussions on these issues. He concurs that stormwater is a regional issue that needs to be dealt with. Of course, they are interested in libraries also as well as the information technology and administration common ground. Commissioner Doerner added the Commission has talked extensively about the parks and trails system. Altamonte Springs - Mayor Hauck stated that although they have not had formal discussions, there are a number of significant concerns. Altamonte Springs is the only city with their own library and it has come to the point where they will entertain discussions to be included in the County library system. This may not have been factored into the recent library study that was completed by the County, but it could be a win-win situation for both the city and the County. The city wants to move cautiously regarding the library but sound business principles indicate taking a look at it. Chairman Henley stated the library study has not been finalized at this time. The original study was submitted at the Mayors and Managers meeting at which time staff was instructed to go back and look at other options and alternatives. Mayor Hauck stated the water resource issue has been on again off again for years and is a somewhat sensitive issue. The use of reclaimed water and tighter restrictions and enforcement are things that can be done easily and inexpensively but would have a significant, quick payback. Mayor Hauck continued that with respect to the commuter rail, part of the problem is that we all do not have the same understanding of what the issue is. Each city has a different concept of where we are with the commuter rail. The cities will be facing some significant milestones in August as Metro Plan will be voting on whether to put the commuter rail project into the long range and cost feasible plans. Commissioner Batman added that the library does a lot of things for the community that the County may not. Mayor Bush added that Winter Springs is interested in expanding their Senior Citizen Center. Currently this facility serves more than 500 senior citizens with over half coming from cities other than Winter Springs. They are asking for CDBG funds to expand the Center and the city is willing to put in significant funds as well. 4 Chairman Henley stated that he feels the cities and the County are not paying as much attention as they should to the needs of senior citizens. He would like to hear what each city is doing as well as a recap of what the County is doing as it relates to seniors. Additionally another segment that concerns him greatly is the handicapped citizens. He would like to know what is being done for them also. There are agencies that all the municipalities support financially but he is not sure that the job could be done better and would like this group to give some thought to these areas of concern. Commissioner Morris stated that on the stormwater issue, the County is an unequal partner since every one of the cities has a dedicated fund source and we don't. Every year we struggle to figure out what we are going to do and how we are going to pay for it. The problem is the County does not have a strategic plan; we apply money where the biggest pressure is. On the issue of commuter rail, Commissioner Morris continued that it is absolutely critical that the cities have all of the information from Metro Plan in June. Four of the cities and the County are directly involved with the commuter rail as the transit system will ,be fluctuated in such a way to make it work. Commissioner Morris said that the recreation issue clearly is an issue of land problems. He would hope that we would be briefed on each one of the issues so we are all on the same page. Right now we are doing summary work, but we need the details, facts and history. Chairman Henley stated that the BCC is open to study any areas for improvement for the benefit for the citizens of the County. Parks and recreation and libraries seem to be the major issues followed by stormwater and public works. He would like to charge the County and City Managers to appoint staff to meet to layout a mission in each of the issues with dates and time lines so we can work on several of these at the same time. If everyone is in agreement we will develop a charge that would be appropriate for every one of these areas, This would set out goals, where to start, what studies are being done, what we are doing as well as establish the status of each issue at the present time. Mayor Bush said that regarding the library system he is sure Suzy Goldman has information that can be shared as she had recently made a presentation to their Commission. Kevin Grace, County Manager, replied that Ms. Goldman will be making a presentation to the BCC at the next meeting which will lay out the original options as well as new suggestions. Commissioner Morris asked that a direct link be added to the County's webpage so that anyone can view that presentation. Commissioner Morris added that there may be a staff issue in the future and perhaps we could discuss having UCF facilitate the dissemination of information. Chairman Henley said that purposely there was no indication of selection of chairman on the agenda as he was waiting for a full committee. One of the things he has discussed with the County Manager was to have an outside facilitator. UCF has been used in the past. The committee may decide on one of the business community representatives to chair or perhaps to go to an outside source. Commissioner Morris interjected that he was not talking about chair of the committee but staffing so that information sent out was balanced and there would be no distrust of information received. Commissioner McLean added that as Chairman of Envision Seminole, an organization involved with coordination and facilitation of issues and events that drive to move the county forward, he is offering their services at no cost. They have a paid staff member that currently facilitates the Mayors and Managers group. , 5 Chairman Henley agreed that being neutral IS very necessary In the dissemination of information. Mayor Goff agreed with Mayor Bush that the library issue is basically complete and only requires review. He would like to recommend moving forward on the stormwater issue by appointing staff members to work with County staff to define the problem and the potential of working together. This will get the committee to the point where we understand what the problem is and how it affects the entire county. Then we could move forward' by gathering information on the parks and recreation. This would give us a current project, one working project and a gathering information project. Chairman Henley agreed that we all need to know where we are and a common understanding of what the problem is before we can come up with a solution. He. believes it is appropriate to consider a joint staffing committee on stormwater. If that is the will of the group he would ask that each city appoint appropriate staff and notify the County Manager's office or his office who is selected and we will get the group together. Parks and recreation will be approached the same way. Mayor Greene requested that the Chairman of the Law Library be involved with the library issue. The Law Library will be looking for County funding in the near future. Chairman Henley reiterated the prior listings at this time; libraries, parks and recreation, stormwater. Mayor Bush added that the Senior Citizens Center would fall under parks and recreation. Commissioner Morris stated it would be interesting to see not only the park and recreation facilities, but what programs are available. Chairman Henley stated it would be helpful to develop a matrix to show the sources of revenues, what taxes are levied, what impact fees are levied, and any fees charged so we can get an idea of what is happening in each municipality. Mayor Goff stated it might be easier if the County could generate the matrix for the cities to use so the information is standard. Mayor Bundy added that if we have one outline then we can plug in the numbers. Mayor Bush stated this should be done on all of the issues to make it easier to understand. In response to Commissioner Morris, Kevin Grace stated he has spoken the Marilyn Crotty with the Florida Institute for Government regarding facilitating this committee and the cost could run $15,000 to $20,000 depending on the services required. SELECTION OF NEXT MEETING DATE The group agreed to keep the meetings on the 3rd Wednesday at 3:00 p.m. Commissioner Morris asked if a member can not attend the meeting can they send an alternate and does the alternate have voting privileges. Mayor Bush stated that most cities have this issue addressed in their charters - the vice mayor attends if the mayor can not. Mayor Bundy added there may be conflicts from time to time but the problem with substitution is the lack of continuity. Chairman Henley restated that if the mayor can not attend the meeting, then the vice-mayor would be allowed to attend, but if the elected official can not attend, no alternate will be allowed. 6 Commissioner Morris stated that the County is negotiating the cable franchise renewal and there are a number of conflicts with the cities. There is a lot of confusion regarding timing and use of channels so he would like to have this issue discussed in the near future. Commissioner Hipes commented the spirit of cooperation is very positive as we have an obligation to work together as members of the same county. Sometimes a municipality can have a positive or negative impact on the whole county. Sanford is looking forward to working with this group to make the river front a jewel for the whole county. After graduating from Lake Brantley High School he attended Florida State University and graduated with degrees in Finance and Real Estate. He commenced his career with 6.8 billion in assets General American in their real estate branch office located in Orlando, Florida. While at "GA," Mr. Moore invested in office, retail, industrial, and multi~family properties. After leaving, he founded Acqusition Consultants, Inc. in 1993. Acquisition Consultants represents investors and companies with their commercial real estate requirements. In 1998, Mr. Moore commenced development work in order to further enhance his client's and partner's opportunities. The development company previously known as Acquisition Development has been renamed AC Properties, LLC in 2002. At the present, Mr. Moore's firms offer property management, leasing, brokerage, development, and investment consultation. In addition to his business pursuits, Mr. Moore continues to be active in the community. He is a member of Orangewood Presbyterian Church in Maitland, Florida where he served as an officer and participated on several overseas mission trips. His local love is Restore Orlando which is an inner city community center in the blighted Holden Heights neighborhood. Mr. Moore has lead the mentoring program at Restore Orlando for the past three years.
