HomeMy WebLinkAbout2002 03 11 Informational A Support Operations at the Affordable Tire Company fire COMMISSION AGENDA ITEM A CONSENT INFORMATIONAL X PUBLIC HEARING REGULAR March 11,2002 Meeting MGR /V::::T -!J!)h Authorization REQUEST: The Fire Department is informing the City Commission of reimbursement of $27,365.43 for services and supplies that were required to support operations at the Affordable Tire Company fire. PURPOSE: The purpose of this Commission item is to inform the Commission that reimbursement has been received from American States Insurance Company the carrier for the property owner at 200 Old Sanford Oviedo Road that occurred on November 29,2001. CONSIDERATIONS: The fire at the Affordable Tire Company, 200 Old Sanford Oviedo Road, was the single most destructive fire to have occurred in the history of the City of Winter Springs. The fire was reported on Thursday, November 29, 2001 at 3:16 a.m., and units remained on the scene until the fire was declared out on Monday, December 3, 2001. The fire caused an estimated 2.5 million dollar loss to the business and has been by far the most challenging fire to control in our history. To provide around the clock fire suppression, as well as the support necessary to extinguish this type of fire, the Fire Department had to enlist the services of a private contractor, and support agencies that are beyond the scope of normal Fire Department operations. The expenses included (2) two construction equipment excavators and (1) one dozier with operators, 565 gallons of class A foam (water additive for fire suppression), hydrocarbon booms, fuel for fire equipment, and personnel rehabilitation supplies. All of these supplies and services totaled $28,320.43 which is beyond the normal budgeted funds allocated to the Fire Department. The City Commission approved a supplemental appropriation on January 14,2002 and the Department was instructed to seek reimbursement from insurance or grants from local, state, or federal sources. Commissioner Gennel had also forwarded grant Informational Agenda Item A March II, 2002 Page 2 applications and other information to the Fire Chief from the Department of Environmental Protection and the State Emergency Response Team. On February 27, 2002 the Fire Chief had received rejection from the State of Florida for reimbursement (Attachment A) and was preparing to submit to the United States Environmental Protection Agency when the check arrived from the insurance carrier for $27,365.43 (Attachment B). Unfortunately, we do not have the funds available nor are we authorized by any of our Statutes to reimburse fire departments for their response expenses to this type of incident. To seek reimbursement, I recommend you contact the U,S. Environmental Protection Agency's Local Governments Reimbursement (LGR) Program to get information on applying for reimbursements up to $25,000 from them, The LGR Program Helpline number is (800) 431- 9209 and their e-mail address is Igr,epa@epa,gov, We can offer technical assistance to you in filing an application with the LGR Program. Please contact Greg Lee at (850) 488-2974 and he will be pleased to discuss how we can assist you in these efforts. In closing, I want to recognize the outstanding efforts that your Department made in regard to this significant tire fire, particularly the measures that were taken to contain run-off water cO:'1taminated with hazardous constituents and firefighting foam from the fire, These materials posed an environmental threat to nearby wetlands and Lake Jessup. Had these materials entered the nearby surface waters in substantial quantities, the environmental impact might have been severe. Thank you for your exceptional efforts at responding to this event.
