REQUEST: Public Works Department, Urban Beautification Division, Requesting Authorization To Award Improvement Grants Under The FY 04/05 Neighborhood Improvement Program. PURPOSE: The purpose of this Board item is to request authorization to enter into (4) grant agreements with Neighborhood Improvement Groups for the installation of trees and landscaping in public areas within the City of Winter Springs. CONSIDERATIONS: The Neighborhood Improvement Grant Program (N.I.P.) was created to promote beautification enhancements for the Winter Springs Community through a mutually beneficial partnership of Citizens and City Staff. The Beautification of Winter Springs Advisory Board has had substantial input into the current grant program. Requirements and guidelines have been established to provide for the proper use of public funding. Specifically, the project must be for tree and landscape installation on public property. This includes Rights-of-Way, Medians, Parks, and Public Facilities in the City of Winter Springs. Private property or property located outside the City limits is not eligible for funding under this program. Applicants must agree to provide a 50% match of the funds expended by either volunteer labor or financial participation and maintain the project for at least (1) year after installation. June 13,2005 Consent Agenda Item 204 Page 2 Advertisements for the grant program went out to the public in the City Water Billing and through the City of Winter Springs Website. Beautification of Winter Springs Advisory Board Members have made site visits and reviewed the project proposals. Several grant applications have been received for consideration. 1. Mount Greenwood Community Association a. Package was complete and met all criteria. b. Total program cost $4,350. Grant re-imbursement $2,000. c. Grant Code' A' Ornamental Landscape Plants and Flowering Trees. d. Located in Mt. Greenwood, along Dolphin Road, between Woodgreen Drive and Greenspring Circle. 2. Fairway Oaks Homeowner's Association a. Package was complete and met all criteria. b. Total program cost $6,000. Grant re-imbursement $3,000. c. Grant Code 'B' Native Trees. d. Located in Tuscawilla, along Northern Way, adjacent to the Fairway Oaks Subdivision. 3. Wedgewood Tennis Villas a. Package was complete and did not meet required criteria. b. Total program cost $10,571.88. Grant re-imbursement $5,000. c. Grant Cost 'E' Ornamental Landscape Plants and Flowering Trees. d. Located at Wedgewood Tennis Villas, private property, Northern Way, Wilson Road and Adidas Road areas. June 13, 2005 Consent Agenda Item 204 Page 3 4. Fire Station Building #24 a. Package was complete and met all criteria. b. Total program cost $7,120. Grant re-imbursement $3,520. c. Grant Cost 'E' Ornamental Landscape Plants and Trees. d. Located at Fire Station Building #24 off of Moss Road. 5. Police Department Building a. Package was complete and met all criteria. b. Total program cost $5,680. Grant re-imbursement $2,680. c. Grant Cost 'B' Trees and Plants. d. Located at the Police Department Building off of Moss Road. FUNDING Funding for the abovementioned grants are available from the Beautification Line Code (4411-58000-30077 Grants and Aids), a total of $15,000 has been budgeted for FY 04/05. RECOMMENDATION: Staff recommends the Commission approve grant funding for the following projects, as submitted; a total of $11,200 to be paid from Beautification Line Code (4411- 58000-30077) for the FY 04/05 Neighborhood Improvement Grant Program. 1. Mount Greenwood Community Association for the amount of $2,000. 2. Fairway Oaks Homeowner's Association for the amount of$3,000. 3. Fire Station Building #24 for the amount of$3,520. 4. Police Department Building for the amount of $2,680. June 13, 2005 Consent Agenda Item 204 Page 4 IMPLEMENTATION SCHEDULE: Grant projects will be implemented immediately upon completion of the Grant Agreement form by each applicant. Projects must be complete no later than September 20, 2005 to qualify for re-imbursement under the Neighborhood Improvement Grant Program. ATTACHMENTS: None COMMISSION ACTION:
