PURPOSE: To inform the Commission of the overall crime statistics comparison from the year 1996 to 2004 and activities of the Winter Springs Police Department. CONSIDERATIONS: The population of the City is up 21% from 1996 to 2004 from 26,474 people to approximately 33,500+ people in 2004. Listed below is an 8 year comparison of Police activities and crime statistic information. The increase in population and traffic flowing through the City have caused the calls for service to increase by 248% from 23,930 calls to 83,290 per year. Traffic citations have increased by 30% from 6,671 to 8,655 citations a year. Adult and juvenile arrest have also increased. This year, in 2005, the Police Department calls for service are already up. At the current rate calls for service will increase to approximately 87,500 calls in 2005 over the 83,290 calls in 2004. Part I offenses reported to the State of Florida and the F.B.I., were down in Winter Springs for the year 2004. For the 8 year period they declined from 920 in 1996 to 611 in 2004. The most significant reduction was the decline in burglary and motor vehicle thefts. Burglaries have fallen from 215 in 1996 to 124 in 2004 and represent a 43% decrease. Motor vehicle thefts have actually dropped by 47% since 1996 when 45 offenses were reported. Sexual batteries did increase by 3 offenses since 1996. However, it should be noted that these 3 incidents were known offenders to the victim and not random acts of violence. Listed below is an 8 year comparison in Part I Offenses. Listed below is a comparison of the Part 1 offenses for the first 5 months of this year compared to the first 5 months of 2004.
