IV" IDEPT Authorization x REQUEST: The Community Development Department- Planning Division requests that the Commission hold a Public Hearing for the Aesthetic Review of the new golf cart building for the Winter Springs Golf Course. PURPOSE: To encourage creative, effective, and flexible architectural standards and cohesive community development consistent with the intent and purpose of Article XI - Minimum Community Appearance and Aesthetic Review Standards. APPLICABLE LAW AND PUBLIC POLICY: Ordinance 2003-43, Aesthetic Review Standards, City of Winter Springs Section 9-601. Approval prerequisite for permits. Section 9-605. Submittal requirements. City of Winter Springs Code of Ordinances Section 16-78. Same- On-premises signs. CHRONOLOGY: August & September 2004- Hurricanes caused irreparable damage to the existing cart building CONSIDERATIONS: Winter Springs Golf Course is located on the north side of SR 434 in the 434 Overlay District. Due to irreparable damage from the hurricanes during the late summer and early fall of 2004, the cart barn was no longer able to be used. Since that time, as a temporary measure, the golf course has been utilizing a tent located in the parking lot for storage of the golf carts. The golf course wishes to replace the destroyed cart barn with a new upgraded building. The submittal requirements for aesthetic review are set forth in Section 9-605 and include the spaces; (c) illustrations of all walls, fences, and other accessory structures and the indication of height and their associated materials; (d) elevation of proposed exterior permanent signs or other constructed elements other than habitable space, if any; ( e) illustrations of materials, texture, and colors to be used on all buildings, accessory structures, exterior signs; and (f) other architectural and engineering data as may be required. The procedures for review and approval are set forth in Section 9-603. @ June 13,2005 Public Hearing Item 404 The City Commission may approve, approve with conditions, or disapprove the application only after consideration of whether the following criteria have been satisfied: (1) The plans and specifications of the proposed project indicate that the setting, landscaping, proportions, materials, colors, textures, scale, unity, balance, rhythm, contrast, and simplicity are coordinated in a harmonious manner relevant to the particular proposal, surrounding area and cultural character of the community. The proposed building is a metal framed building with vinyl siding on the walls to match the existing clubhouse. The roof will also match the existing clubhouse and will consist of a "galvalume" colored metal. All doors will be located on the north and west sides of the building and will not be visible to SR 434. A total of six fake windows with shutters (to match the existing buildings) will be placed on the south and east sides of the structure to break up the blank wall. The windows are 43.5 inches high by 42 inches wide with mullions dividing the glass into six panes in each window. (2) The plans for the proposed project are in harmony with any future development which has been formally approved by the City within the surrounding area. No future development has been approved in the immediate area. The property to the east and west of the site are vacant. (3) The plans for the proposed project are not excessively similar or dissimilar to any other building, structure or sign which is either fully constructed, permitted but not fully constructed, or included on the same permit application, and facing upon the same or intersecting street within five hundred (500) feet of the proposed site, with respect to one or more ofthe following features of exterior design and appearance: (A) Front or side elevations, (B) Size and arrangement of elevation facing the street, including reverse arrangement, (C) Other significant features of design such as, but not limited to: materials, roof line, hardscape improvements, and height or design elements. The building is coordinated with the existing structures, but does not give the appearance of being excessively similar. (4) The plans for the proposed project are in harmony with, or significantly enhance, the established character of other buildings, structures or signs in the surrounding area with respect to architectural specifications and design features deemed significant based upon commonly accepted architectural principles of the local community. Prior to destruction, the building existed as a wood frame with wood truss. It had T -1-11 wood siding and a mansard roof. The previous cart barn was open on one side and had a fence around it. Therefore, it was often the victim of vandalism. In an effort to deter vandalism, the new building will be totally enclosed. The new building will be located in the same location as the previous cart barn, 350 feet from SR 434. The proposed building is slightly smaller than the original building. The original building was 35' wide by 110' long (3850 SF); The new building is 40' wide by 85' long (3400 SF). Initially, the Applicant proposed a steel building for the cart barn. The SR 434 Overlay District prohibits steel buildings. The Applicant has responded to Staff's comments and is proposing a building that fits with the existing buildings and character of the site and also meets the requirements of the SR 434 Overlay District. June 13, 2005 Public Hearing Item 404 (5) The proposed project is consistent and compatible with the intent and purpose of this Article, the Comprehensive Plan for Winter Springs, design criteria adopted by the city (e.g. Town Center guidelines, SR 434 design specifications) and other applicable federal state or local laws. The proposed building is for golf cart storage. It has been upgraded from what previously existing and is heavily screened by existing vegetation on the site. The proposed building is consistent with the SR 434 Overlay District requirements. (6) The proposed project has incorporated significant architectural enhancements such as concrete masonry units with stucco, marble, termite-resistant wood, wrought iron, brick, columns and piers, porches, arches, fountains, planting areas, display windows, and other distinctive design detailing and promoting the character of the community. The Applicant originally proposed a steel building which was not consistent with the SR 434 Overlay District. The Applicant has upgraded the building to make it compatible with the other buildings on the site and consistent with the SR 434 Overlay District design criteria. FINDINGS: · The proposed building is consistent and compatible with the SR 434 design specifications. · The location of the building is 350 feet from SR 434 and is screened by existing vegetation. · The proposed building utilizes the same colors and materials as the existing clubhouse and restaurant. · The proposed building is a substantial upgrade over the previous cart barn. · The elevations illustrate a hedge around the building. Staff has reviewed the site and believes that the building is adequately screened without the hedge, given the distance from SR 434, and the abundance of existing vegetation between the site and SR 434. (See photos in Attachment). Six to eight 12-15 ft high trees will be planted upon completion of the building. STAFF RECOMMENDATION: Staff Review found the Applicant's request for Aesthetic Review in compliance (without the hedge and with the addition of five fake windows and shutters on the south and east sides) and, therefore, recommends Approval.
