Authorization REQUEST: The Public Works Department is providing the City Commission the Relevant History to State Road 434 Access Management Plan. PURPOSE: To provide the City Commission a chronological history of the plan for the State Road 434 Access Management Plan and the plan for the Village Walk area so they can make an informed decision on how to proceed with additional landscape/ hardscape features. CONSIDERATIONS: On February 28, 2005, the Public Works Department presented to the Commission an update on the landscape plan under the current FDOT contract. On April 9, 2005, Staff met with Commissioner Miller to discuss alternatives to the current landscaping plan as part of the SR 434 Access Management (Village Walk) Project. On May 24, the Public Works Department presented a plan for additional landscaping for shade trees along SR 434 from Sheoah Boulevard to SR419. The Commisson asked for the background information on what was presented to the residents and businesses along the Village Walk area for comparison to what the project entails now. Staff finds the current project under construction is not significantly different from the concepts presented. Staff did find that some parts of the concepts have been deleted from the proj ect FUNDING: Funding for the current FDOT project is provided for by grants in the amount of $3.7 million dollars. The City of Winter Springs has currently provided $320,000 as the contingency funds for the project from the 1 Cent Sales Tax. At present, the contract has not exceeded the amount of the grant funding and it is not foreseen that there will be any requirement to use these funds. RECOMMENDATIONS: Staff recommends the Commission review the attached information and direct staff on how the Commission wishes to proceed with additional landscaping and hardscape and appropriate the funds needed according to scope of the plan chosen to implement this project. City staff worked with County staff reviewing bid items. o One item under consideration is using Progress Energy for streetlighting instead of the private lighting proposed at a cost of$140,000. o Five landscape easements to finalize. o The county is looking to the City to fund the contingency out of the One Cent Sales Tax. . April 26, 2004 o Regular Commission Meeting, Agenda Item 202 requesting approval of installation of pedestrian lighting for the Village Walk Project on SR 434 o Progress Energy cost of$17,781.84 for installation. o Funded from the 1999 Construction Fund 305-63000 .
