REQUEST:
The City Manager requests that the City Commission give further
consideration in regards to memorializing the many contributions of
former City Clerk, Mary T. Norton.
PURPOSE:
This Agenda Item is needed for the City Commission to continue its
discussion as to their preference for recognizing former City Clerk, Mary
T. Norton, who passed away in January of 2001.
CONSIDERATIONS:
At the January 22, 2001 Regular Meeting of the City Commission, there
was brief discussion on the subject of recognizing former City Clerk,
Mary T. Norton who passed away in January 2001.
Then, during February 2001, specifically at the February 12, 2001 and
February 26, 2001 Regular Meetings of the City Commission, two similar
Agenda Items were presented to the City Commission regarding how to
best memorialize former City Clerk, Mary T. Norton.

At both Meetings in February 2001, a number of suggestions were made
but with no definitive decision. Then, at the February 26, 2001 Regular
Meeting, after discussion, the Motion that was approved requested that
this matter came back before the City Commission in "about a year."
SUGGESTIONS
FROM
PREVIOUS MEETINGS:
. Name a City street after Ms. Norton
. Ms. Norton's name could be added to a plaque on one of the
landscaped islands in the City
. Re-naming "Sunshine Park" in remembrance ofMs, Norton
. Find a suitable place to put some kind of a monument (like the
monument at Torcaso Park)
. Name the Trail that goes from Torcaso Park to Sunshine Park in Ms.
Norton's memory
. Locate a special place on the wall here at City Hall
. Have a "Walk of Fame"
. Place a plaque, or a stone with a description telling people who Mary
Norton was (perhaps at Sunshine Park)
. Select an area, whether it be the Trail or somewhere along there, and
have different plaques that recognize different people
. Have an employee recognition award program, with an award called
the "Mary" award, or the "Norton" award, or the "Mary Norton"
award, which could be awarded to deserving employees, in her honor
. Have a portion of the Trail as a kind of memory lane with plaques
which could note how the City got here, or the people that helped
create the City
. Have a plaque either in Magnolia Park or another park that identifies
special people such as Mary Norton, and which marks their
involvement and contributions to the City
. Install historical markers which noting points of interest in the City
and which could identify individuals who have made important
contributions

. Name a park in honor of Ms. Norton

. As Ms. Norton enjoyed gardening, place a large beautiful tree in the
front of City Hall, with a bench underneath it. The spot could have a
small plaque in remembrance of her
. Plant additional flowers around the City Hall sign, and place a plaque
there, in her honor
. Since Ms. Norton loved to walk, name a place or a portion of the Trail
that goes through the City of Winter Springs, and name it in her honor.
This could be done in coordination with the Greenways and Trails
organization
. Proclaim a day of the year, (only for Ms. Norton) in the honor of Ms.
Norton, and hold some kind of ceremony. Frame the Proclamation in
a special way and hang it in the lobby of City Hall, in her
remembrance
. Place some kind of special brass or bronze plate, in her honor, and
have it hung in the Commission Chambers or the lobby of City Hall
FUNDING:
None required at this time.
RECOMMENDATIONS:
It is suggested that the City Commission consider the suggestions made
during the Regular Meeting of January 22, 2001, and both Regular
Meetings held in February 2001, and decide if they wish to agree to one of
those suggestions, or consider information from tonight's discussion.

JANUARY 22, 2001
I. CALL TO ORDER
The Regular Meeting of January 22,2001 of the City Commission was called to order by
Mayor Paul P. Partyka at 6:31 p.m. in the Commission Chambers of the Municipal
Building (City Hall, 1126 East State Road 434, Winter Springs, Florida 32708).
ROLL CALL:

Deputy Mayor David W. McLeod, arrived at 6:35 p.m.
Commissioner Robert S. Miller, present
Commissioner Michael S. Blake, present
Commissioner Edward Martinez, Jr., present
Commissioner Cindy Gennell, present
City Manager Ronald W. McLemore, (see below)
City Attorney Anthony A. Garganese, present
Mayor Partyka stated, "Let the record show that Ron McLemore is here."
A moment of silence was followed by the Pledge of Allegiance.
Presen tations
There were no Presentations at this Meeting; however, Mayor Partyka stated that at the
next Regular City Commission Meeting, "We will honor all the all-county athletes, at the
Winter Springs High School."
Mayor Partyka advised those in attendance that Ms. Jan Palladino, (the City Manager's
Secretary) had suggested that something special be done in recognition of former City
Clerk, Ms. Mary Norton, who recently passed away. Ms. Palladino's suggestion was to
possibly name a City street after her. Mayor Partyka suggested that the Commission
consider this.

II. PUBLIC INPUT
Mr. Carl Stephens, 700 Fisher Road, Winter Springs, Florida: suggested that something
special be done for Mary Norton, in her memory. He suggested a beautification island
with her name on a plaque.
Ms. Dart Helgeson, 992 Turkey Hol/ow Circle, Winter Springs, Florida: spoke of the
City's Arbor Ordinance, and the benefits of this Ordinance; the many merits of trees in a
community; arbor fees in other communities; and stated that "The Arbor Ordinance was
put in place to safeguard our city forest." Ms. Helgeson suggested that a Workshop be
held to consider "hardship case scenarios."
Mayor Partyka suggested that Ms. Helgeson come up with some of her own suggestions,
rather than having a Workshop held.
Further discussion on the Arbor Ordinance.
Mr. Gene Lein, 11 73 Winged Foot Circle, Winter Springs, Florida: stated that he was
making a statement on behalf of the "People for Good Government," and asked that his
comments be entered into the record. Mr. Lein spoke of the Tuscawilla Beautification
District, and the related Supreme Court ruling in favor of the City. In his statement, Mr.
Lein stated, "Since the City has already collected up to a million, or over a million dollar
in assessments, why would it still need a $2.3 million dollar bond for capital
improvements? In addition, since you'll be paying for the maintenance of Tuscawilla,
why should anyone pay an additional twenty-five dollars ($25.00) in dues, for the
T.H.O.A.?"
Commissioner Michael S. Blake asked Mr. Lein, "My only question is about the million
dollars that you say has been collected?" Mr. Lein replied, "This figure was given to a
resident of Tuscawilla by your, I believe, by your Accounting Department, when it split -
when it was asked how the money was deposited, it was split - some with interest, some
without interest. This was the figure that was given to me, I have no direct information
from the Department here, but I got it from the resident of Tuscawilla."
Commissioner Blake then stated, "Ron, do you happen to know what the balance of that
account is?" Mr. Ronald W. McLemore, City Manager replied, "Approximately, but I
can tell you it is nothing like one million dollars. I think within the Capital Fund it is
around - Louise, do you remember - it's about three hundred thousand?" Ms Louise
Frangoul, Finance Director stated, "It's a little under three hundred thousand in the
Capital, and about three hundred thousand or so, in the Maintenance."

REQUEST:
The City Manager is requesting that the City Commission of the City of
Winter Springs decide how they would like to recognize former City
Clerk, Mary T. Norton, who recently passed away,
PURPOSE:
The City Commission is being requested to consider how they would like
to recognize former City Clerk, Mary T. Norton, who recently passed
away.
CONSIDERATIONS:
At the January 5, 1970 Village Council Meeting of the Village of North
Orlando, Ms, Mary T Norton was introduced by Mayor Clifford Jordan as
an applicant for the job of "Village Cl~rk."
A Special Session of the Village Council of the Village of North Orlando
was held on January 22. During this Special Session, a Motion was made
to nominate Ms. Mary T. Norton as the Village Clerk. The Motion passed,
Ms. Norton was to begin her employment on January 26, 1970.
The first Minutes that Village Clerk, Mary T, Norton of the Village of
North Orlando submitted were those from the Regular Meeting of
February 2, 1970.

Ms. Mary T. Norton served the City of Winter Springs until her retirement
on September 30, 1994.
At the January 22, 2001 Regular Meeting of the City of Winter Springs
City Commission, there was discussion about what could be done in
remembrance ofMs, Mary T. Norton.
. Mayor Partyka advised the City Commission that Ms. Jan Palladino,
Secretary to the City Manager suggested that a City street be named in
her honor. Following some discussion on this subject, it was
suggested that if a street was to be named after her, then possibly it
could be the street that she resided on. Ms. Norton resided at 30 North
Edgemon A venue, Winter Springs, Florida.
. During "Public Input," Mr. Carl Stephens, a resident of the City,
suggested that Ms. Norton's name be added to a plaque on one of the
landscaped islands in the City.
. Under "Reports," Commissioner Gennell concurred with the previous
ideas to honor Mary Norton, and suggested that we may want to re-
name "Sunshine Park" in remembrance of her.
ADDITIONAL
CONSIDERATIONS:
In 1956, Raymond Moss and William Edgemon purchased property under
the name of the "North Orlando Company. With this in mind, it may be
inappropriate to consider re-naming Edgemon Avenue.
A City employee, who worked with Ms. Norton for many years stated that
besides working, she walked a lot, and loved to garden.
FUNDING:
None required at this time.
RECOMMENDATIONS:
1. It is suggested that the City Commission decide whether they do or do
not wish to do something special in honor of Ms. Mary Norton.

2. If the City Commission does not want to do anything further, then no
other action is necessary.
3. If the City Commission is in agreement that they do wish to honor Ms.
Mary Norton, then they may wish to consider the following
suggestions (some which have been mentioned under
"Considerations,") or some other suggestions:
a) Name a City street after her
b) Rename "Edgemon Avenue" after her
c) Have a plaque with Ms. Norton's name placed in one of the City's
beautified islands
d) Name a park in her honor
e) Re-name Sunshine Park in her honor
Other suggestions that the City Commission may desire to consider
could be:

Requesting That The City Commission Of The City Of Winter Springs Decide How
They Would Like To Recognize Former City Clerk, Mary T. Norton, Who Recently
Passed Away.
Discussion.
Commissioner Gennell suggested that "We could certainly I think, find a suitable place to
put some kind of a little monument - like the monument at Torcaso Park - without
naming the whole thing after her."
Commissioner Blake suggested "The walkway, the Trail that goes from Torcaso Park to
Sunshine Park" or "A special place on the wall here at City Hall or a "Walk of Fame."
Commissioner Martinez suggested that perhaps, at Sunshine Park, we "Place a plaque
there - or a stone with a description telling people who she is."
Deputy Mayor McLeod added, that in regards to Commissioner Blake's idea, "It would
be nice if we pick an area, whether it be the Trail or somewhere along there, and maybe
start along that part of the Trail, you put different plaques that recognize different
people."
Commissioner Gennell suggested, "We may want to hold off until we are actually
bringing the Trail through the City, and have points of interest, where you can do those
things in a more focused area."
It was agreed to have this matter placed on the next Agenda.
