HomeMy WebLinkAbout2002 10 14 Consent D New Sidewalk on the South Side of Northern Way COMMISSION AGENDA ITEM D CONSENT X INFORMATIONAL PUBLIC HEARlNG REGULAR October 14. 2002 Meeting MGR~ IDEPT j/Y , Authorization REQUEST: Public Works Requesting Authorization to install new sidewalk on the south side of Northern Way from Tuscora Drive to Mt. Laurel Drive PURPOSE: The purpose of this Board item is to request authorization to install new sidewalk on the south sid~ of Northern Way from Tuscora Drive to Mt. Laurel Drive along Wedgewood Tennis villas. CONSIDERATIONS: This agenda item is needed to clarifY the Commission directive regarding the sidewalk installations along Wedgewood Tennis Villas. At the August lilt City Commission meeting, the directive to ~taff was to not construct the sidewalk along Tuscora Drive until the Homeowners Association demonstrated that the homeowners had been surveyed or polled as to their preferences. The response from the BOA president is attached which ignores the Commissions directive relative to Tuscora Drive. However, a sidewalk along the south side of North em Way from Tuscora Drive to Mt. Laurel Drive has also been requested and this was not addressed on August 12th. The elevation problems and visibility into backyards associated with Tuscora Drive does not exist along Northern Way. The adjacent property owners to Northern Way in the Wedgewood Tennis Villas have been notified that this issue is being considered tonight. The sidewalk would stop and cross at Mt. Laurel Drive because there is no bridge crossing on the south side. This project is consistent with the long-term objective of the sidewalk installation program which is to provide sidewalks on both sides of collector roads throughout the City. Project construction would be scheduled for this fiscal year if approved. The funding source for new sidewalks is the Transportation Improvement Fund - Sidewalk Improvements (104-56311). Only $10,000 was budgeted for new sidewalks so to complete the project and other smaller projects this year an additional $15,000 from reserves would be needed. Year end reserves are projected to be in excess of $200,000. RECOMMENDA TION: It is recommended that authorization be given to install the sidewalk on Northern Way from Tuscora Drive to Mt. Laurel Drive with a supplemental appropriation of$15,000 from Transportation Fund reserves. IMPLEMENTATION SCHEDULE: The installation will scheduled over the next 120 days if approved. Wedgewood Tennis Villas is a Deed Restricted Community, governed buy a board of directors elected by the two hundred thirty three homeowners. Dating back as far as January of 2000 the board has corresponded with the city in efforts to construct the Tuscora Drive sidewalk. The county notified the city that they have school safety funds available that could be used on this project. Money has not been available for the project until this year. We, the board of directors, would like to see this project completed. In Addition we would like to have a sidewalk from Wilson Road to the corner ofTuscora so walkers, mostly school children, can get to the intersection of Tuscora and Northern Way where there is a four way stop. We are looking for a sidewalk in the near future. Please advise us of any need for further information. Enclosed you will find supportive documents. c. .
